This position is located in the Evidence Control Division of the Metropolitan Police Department. This Property & Evidence Control Technician position is covered under the National Association of Government Employees (NAGE) bargaining unit and you may be required to pay an agency fee through direct payroll deductions.

This incumbent will be responsible for the following:

  • Receives and stores by classification all property that comes into the possession of MPD that are in the following categories: found, abandoned, deceased and mentally ill persons, evidence, safekeeping/storage, held for civil forfeiture or destruction, and impoundment.
  • Immediately enters all properties received by MPD into the Evidence OnQ tracking system. The incumbent is responsible for verifying the classification and accuracy of the property received against the entries made into the system and ensures that all PD-81's are appropriately posted, and all necessary entries are made in the Evidence OnQ System. This process includes notification, information, and the final disposition and deposit of any fees collected. Files and maintains all PD-81's and returns any PD-81's to the originating unit for correction when inconsistencies are found.
  • Locates appropriate storage space according to the type and classification of property. Stores the property and enters the data into the Evidence OnQ System and records it on the PD-81.
  • Conducts a search of motor vehicles for valuables and contraband, and records any items found on the property records and stores them according to the assigned classification.
  • Checks the Vehicle Identification Number (VIN) of the motor vehicles received through the Washington Area Law Enforcement System (WALES) computer to obtain owner information, determine whether the vehicle is reported stolen or hijacked, the jurisdiction where the vehicle is reported stolen or hijacked, and whether there was a fatality. If the vehicle is reported stolen, a report is prepared to show the vehicle has been recovered by MPD.
  • Prepares correspondence to owners/claimants of property that is in possession of the Department, notifying them when the items can be claimed and the proper procedures. Locates, retrieves, and signs out the property and/or items claimed by the owner.
  • Makes property available for court presentation when requested. Retrieves property for MPD Police Officers and officers of other jurisdictions to take outside of the department, such as labs, the FBI, or court. This requires locating files, retrieving the property, reserving storage space, logging the property out, and obtaining the appropriate signature of the person who made the request. Reverse procedures and processes are utilized when property is returned. This can be performed numerous times a day based on the number of requests. Prepares property for view for defense attorneys and their investigators for court cases.
  • Prepares for public auctions by organizing, conducting the auction and viewing of motor vehicles and other valuables and items. Ensures that all Certificates of Title are complete and in the proper order, and those receipts, auction logs, and catalogs are complete and accurate. Assists with the auctioning of motor vehicles and other valuables.
  • Verifies documents of persons removing the property from the location of the auction or sale. As instructed by the Property Clerk, the incumbent handles other disposal actions, e.g., perishable items requiring immediate disposal action.
  • Provides the customer with the appropriate regulation that governs the release of property through the hearing process; and processes requests received through the mail system for property hearings. Ensures that all administrative procedures checks received are appropriately implemented and completed for all parties affected. Ensures that the Property Technician is made aware of these hearings and that proper and accurate notations are properly logged and maintained. The incumbent is conscience of various types of conflicts associated with property ownership that may require a hearing. The incumbent's experience and expertise are often utilized to solve difficult problems.
  • Generates the necessary correspondence notifying all parties affected by certified mail of the time and date of the hearing based on the pending final decision of the Property Technician. Processes and finalizes the direct release of property after the hearing.
  • Collects bond money for asset for future hearings with the Office of Attorney General Counsel. Gathers all necessary paperwork to make deposits at the D.C. Treasurer.
  • Responds to inquiries about the process of the office by telephone. Assists citizens, police officers, U.S. attorneys, defense attorneys, law students, investigators, and representatives, from the Office of the Attorney General.
  • Performs other duties as assigned.

Qualifications

  • Knowledge and understanding of techniques, methods, laws and regulations that govern the maintenance, control and disposal of property and evidence that are established for the Metropolitan Police Department.
  • Ability to accurately identify and classify various types of property that is essential for court cases, and to ensure the accuracy of information related to motor vehicles such as, involvement in a crime, under investigation, involved in an accident, hit and run or hijacked or stolen.
  • Ability to respond to inquiries and to use tact and judgment when interpreting and applying appropriate guidelines even under adverse situations.
  • Ability to communicate both orally and in writing to provide, obtain and clarify the processes and procedures for maintaining, storing, retrieving, releasing or auctioning and disposing property, and controlling the storage of evidence.
  • Demonstrated knowledge to effectively operate the Departments’ Evidence OnQ System, and ability to utilize an automated alphanumeric keyboard system to develop correspondence and other written documentation.

High School Diploma or Equivalent.

Work Experience

Applicants must have at least one (1) year of specialized experience equivalent to at least the CS-06 grade level, or its non-District equivalent, gained from the public or private sector. Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position directly related to the position. Specialized experience for this position includes experience understanding techniques, methods, laws, and regulations that governs the maintenance, control, and disposal of property and evidence; identifying and classifying various types of property; and communicating both orally and in writing.

Work Environment

The work location may be in an office, Court Property, the DEA Laboratory, the Blue Plains Impoundment Lot (BPIL), other MPD facilities, or Patrol Districts as needed for community policing efforts. The incumbent may be assigned to attend in the destruction of various types of materials; and is required to wear protective eyewear, gloves, jumpsuit, and any other protective wear as needed. The incumbent may be required to transport evidence and property to various areas throughout the Washington D.C. Metropolitan area.

Other Significant Factors

This position operates within the confines of a 24/7 operation. Incumbent of this position is required to provide after-hours on call technical support including weekends and holidays. Incumbent may also be subjected to rotating shifts, weekend work and changes in days off.

A background investigation, to include a criminal, traffic and credit check are required for positions with the Metropolitan Police Department.

The incumbent is required to possess and maintain a valid motor vehicle operator’s permit.
