Position Summary

The Atacama Large Millimeter/submillimeter Array (ALMA) is an array of 66 radio antennas located at 16,500 feet (5,000 meters) elevation in the remote Chilean Andes. Commissioned in 2013, ALMA is one of the largest ground-based astronomical projects in the world. ALMA is used to investigate the origins of galaxies, stars, and planets, and is supported by a diverse technical team on four continents (North America, South America, Europe, and East Asia).

Join the project team that is upgrading the ALMA Radio Telescope! We are seeking an experienced project manager to manage several projects within an integrated upgrade program. Already the most capable millimeter-wave telescope ever built, ALMA is currently initiating a system-wide upgrade that will substantially increase its capability even further. In collaboration with international partners, this upgrade will initially double, and eventually quadruple, ALMA’s system bandwidth and increase sensitivity in most receiver bands. The upgrade involves the replacement of the entire ALMA signal chain from receivers through the correlator, including associated infrastructure, and software for monitor and control, data acquisition, and analysis.

The successful candidate will be responsible for managing one or more subsystem projects as part of this upgrade, specifically including the software work package for the Second-Generation Correlator project. Responsibilities include coordination, tracking, and prioritization of resources to ensure the successful delivery, management coordination among other subsystem managers, review of performance metrics across the program, and balancing of resources to meet priorities and critical path milestones, as required.

Job Duties Summary

  • Serve as the project manager for the 2nd Generation Correlator Project Software Subsystem, and for other assigned projects within the North American Wideband Sensitivity Upgrade development program
  • Maintain an overall integrated schedule and budget for assigned projects
  • Optimize resources among assigned projects, determine scheduling priorities, and otherwise coordinate project components for best overall outcome
  • Coordinate with other NA WSU subsystem project managers
  • Monitor and report KPIs, milestones, and other progress metrics
  • Write periodic progress reports (e.g., quarterly / annual)
  • Coordinate gate reviews for assigned projects
  • Coordinate closely with the JAO WSU Project Manager on NA deliverables, and contribute to the overall ALMA WSU program effort.
  • Management, monitoring, and reporting for NA development program studies and projects and obsolescence mitigation initiatives
  • Lead the project management of NA components of future ALMA upgrades.

The position is based at the NRAO/NA ALMA Headquarters in Charlottesville, Virginia. The home unit of the position is the NRAO Program Management Department, which will be responsible for training, process definition, and for project management tools and infrastructure. Day-to-day functional responsibilities will be assigned by, and report to the NA ALMA Development Project Director.

Work Environment
Work is typically performed in an office setting within a research or development environment. Occasional domestic and international travel will be required.

Position Requirements:

Minimum Education
Bachelor's degree in computer science, software engineering; electrical engineering, systems engineering, applied science, or related field.

Preferred Education


Advanced degree in computer science, software engineering, electrical engineering, systems engineering, applied science, or related field.

Minimum Experience


Requires at least two years of experience actively leading technology and software development projects, specifically those related to digital electronics systems and RF data processing. Demonstrated experience leading projects spanning both hardware and associated software is required.

Demonstrated experience with core program management responsibilities: risk management, scheduling, process engineering, testing, quality and product assurance principles and applications.

Preferred Experience

Four or more years of experience in relevant project management. Knowledge and experience in two or more of the following areas is preferred: radio telescopes; software engineering and development; RF, microwave, or millimeter wave systems; high-speed digital electronics; electrical engineering; systems engineering.

Competencies
Strong interpersonal, teaming, and leadership skills; effective written and verbal communication skills; Problem-solving skills; attention to detail; able to be proactive and work independently; able to build consensus between stakeholders when necessary.

Demonstrated experience managing both waterfall and agile software development processes.

Additional Requirements
PMI PMP certification and INCOSE ASEP (or higher) certification or equivalent university degree are preferred. Candidate must be willing to obtain PMP certification within twelve months of hire, if it is not already held.
