The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. The candidate will serve as the Project Controls Supervisor on the upcoming Rio Grande LNG project. The work location is Brownsville, TX. This position is contingent upon project award.


Position Summary

The Project Controls Supervisor will be responsible for planning / scheduling, cost engineering, cost estimating and cost analysis/control activities for the project. Directs cost estimating, analysis, and control activities. Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities. Directs the preparation and presentation of project/program cost forecasts. Provides cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems. Responsible for the development, execution, and management of all facets of a Project Controls plan.


Responsibilities

  • Supervises project control activities. Develops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities.
  • Provides comments and recommendations for cost engineering and scheduling requirements relative to staffing and project control.
  • Reviews provisions related to cost engineering and scheduling and develops supporting data for contract negotiations. Participates in establishing pricing structures to be applied to quantities for estimates.
  • Interfaces with designated Bechtel management and client counterparts for specific project controls presentations.
  • Supervises the timely preparation of cost estimates.
  • Reviews project work activities to ensure support of project milestones. Coordinates and establishes scoping requirements for the overall cost estimate, and coordinates the timely, systematic, and complete acquisition of scope definition and related data.
  • Participates in discussions with contractors.
  • Plans, organizes, and supervises project cost budgets.
  • Defines project needs for cost control in accordance with established Bechtel and client contractual requirements, objectives, and procedures. Supervises the timely performance of cost control activities and preparation of cost trend estimates in support of project cost trend programs.
  • Supervises cost recording, monitoring, and reporting practices for compliance with applicable standards accuracy and consistency.
  • Supervises development of schedule resource loading and leveling.
  • Supervises schedule development, maintenance, and monitoring activities.
  • Supervises the preparation and presents cost engineering and scheduling information to management/client.


Qualifications and Skills

  • A recognized degree from an accredited college or university in Engineering, Construction Management, Business Management, or related field with 10-12 years Project Controls, Commercial Operations, and/or Prime Contracts experience or a minimum of 15 years work experience in lieu of a degree.
  • Skilled in oral and written communication.
  • Experience in performing, monitoring, and reviewing planning and scheduling functions, including schedule development, control, and analysis, and cost engineering functions, cost control, and cost analysis, in the field relating to mass earthworks and/or dam and dyke construction.
  • Knowledge of supervision, personnel administration, and training of technical and nontechnical personnel.
  • Proficiency in using Project Controls operating systems, including several basic software applications. Proficiency in using multiple discipline-specific software applications currently used by the Joint Venture (Primavera, MS Access, E-Track, Timberline, for example).
  • Knowledge of financial report systems and controller account codes, and understanding of Controller instructions, which impact Project Controls.
  • Demonstrates an intermediate level of understanding of Project Controls general technical skills.
  • Intermediate level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
  • Knowledge of engineering and/or construction management customarily acquired over time through specialized instruction or practical experience.
