The Department of the Secretary of State, Office of Information Services, is seeking candidates to fill a Programmer Analyst position. The primary purpose of this position is to code and test maintenance tickets for the Bureau of Motor Vehicles Driver License Services and Point of Sale software system. Responsibilities include designing, developing, and maintaining computer application programs, and Software Configuration Management. The position is primarily technical work requiring batch management, SQL coding, java coding, and shell scripting skills. All new hires must successfully pass a National Criminal Background check, including fingerprinting.

A typical day involves:

  • Writing application programs of moderate complexity employing higher level languages such as 3 GL's, 4 GL's and enterprise class application development tools (examples: Oracle Developer 2000, Eclipse IDE, and Progress with pache MavenVisual Basic, Java, C++) in order to meet user needs.
  • Testing and debugging computer programs in order to ensure application operates correctly and meets user requirements.
  • Studing and evaluating user problems and operations in order to produce feasibility or scope and objectives reports, functional requirements, and design specifications.
  • Implementing programs and trains users in order to ensure users are aware of application's critical aspects, capabilities, and proper use.
  • Writing final user, system, and program documentation in order to facilitate system use and future modifications.
  • Maintaining existing systems and responds to problems in order to ensure programs remain effective.
  • Leading or participating in walk-throughs of system and program designs, coding, and testing in order to minimize occurrence of program problems.
  • Attending and participating in vendor, agency, and computer-based training programs in order to develop technical skills and expand knowledge of automation technology products and capabilities.

  • Knowledge of systems analysis and design techniques.
  • Knowledge of state government or business application areas.
  • Ability to work effectively as a member of a project team.
  • Ability to communicate effectively.
  • Ability to write clearly and effectively.
  • Ability to design, develop, test, debug, and maintain application programs.

Minimum qualifications:

  • A Bachelors Degree in Computer Sciences or an equivalent industry certification -OR- an Associates Degree in Computer Information Science with 1 year application development experience -OR- 2 years application development experience.
