Position Description

Will be responsible for managing all contract activities, and the related administrative processing (invoices, background investigation coordination, etc.). Duties include but are not limited to:

  • Plan all activities to meet required milestones and requirements
  • Monitor all planned activities to ensure that quality standards and deadlines are being met
  • Have authority to act on all matters pertaining to the performance of services under the PWS to ensure timely and responsive task execution
  • Lead the planning and execution of corrective actions to resolve issues and have access to corporate resources, if needed
  • Generate project plans, cost estimates, and reports that successfully demonstrate cost control, efficient use of resources, and ability to meet deliverables, deadlines and schedules.
  • Participate in all task order planning activities in coordination with the CO, COR, and TMs.
  • Lead risk identification, management and resolution efforts.
  • Propose and develop innovations to improve quality and/or efficiency, especially those that enhance management and staff productivity as they work across NCEI’s geographically dispersed work sites and centers to create, discuss, share, and help implement best practices.
  • Leverage ERT’s corporate resources to identify appropriate state of the art innovations that apply to NCEI product development and operations, and work with NCEI to assess and assist, those enhancements that the Government decides to incorporate into their operations.
  • Coordinate support activities with the Contracting Officer (CO), the Contracting Officer’s Representative (COR), and NCEI’s Task Manager/Task Monitors, as appropriate
  • Be available and responsive to the CO, COR, and TM to questions and inquires.
  • Meet with TMs, as required/needed, for reporting, planning, problem resolution and general oversight of tasks
  • Be responsible for all hiring, transition, management, and phasing out of employees from the contract
  • Provide fair and equitable treatment of all prime and subcontract employees
  • Provide staff having skills that meet all labor categories requested by the Government;
  • Provide staff the opportunities for training/cross-training, professional development and other means of professional and team growth to meet the current and projected needs of NCEI within the scope of the contract
  • Promote employee competency, teamwork, and morale
  • Recruit, select, maintain, and manage contract employees that meet credential and experience requirements and meet NOAA standards for security investigation and background checks

Required Skills
10+ years of related experience.

  • Have a thorough understanding of the mission of NCEI, familiarity with its role in NOAA and a demonstrated track record of management within NCEI, NESDIS, NOAA, NASA, or a similar federal agency
  • Be given full authority and autonomy to act on all matters pertaining to the performance of services to ensure timely and responsive task execution
  • Familiar with the NCEI environment
  • Experience managing a large geographically dispersed contract
  • Have a proven record of improving operational efficiencies through innovation for an organization similar to NCEI

Must be a US Citizen or Permanent Resident and be able to pass a background investigation to obtain a security badge to enter the applicable government facility.

Education
Bachelor's Degree in Geophysical Science, Data Science, IT, Data Management or equivalent.
