SUMMARY
The Program Manager will work closely with the Senior Program Manager and team to manage all aspects of contract performance across a diverse portfolio of projects as part of a highly successful Project Management Office (PMO) that manages an IDIQ contract with the Department of State.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Responsibilities include life cycle management of a high volume of task orders, stakeholder engagement, recruiting and onboarding, employee and subcontractor management for over 300 personnel, procurement, and financial management and cost controls.
Also includes the following:

  • Provides high senior-level direction, administration, quality assurance, and leadership of execution of activities.
  • Provides and ensures effective performance of all deliverables.
  • Provides supervision and guidance for all personnel assigned to the contract.
  • Manages day-to-day activities of all staff members.
  • Fosters excellent working relationships with CO and COR as necessary to resolve issues relating to Government/Contractor procedures.
  • Assists Sr Program Manager to ensure monthly progress reports, timekeeping, and invoice are timely and accurate.
  • Leads recruitment effort for qualified contract personnel in all positions.
  • Coordinates with subcontractor personnel and management to ensure all contract requirements and deliverables are accomplished.
  • Performs other job-related duties as assigned.

SUPERVISORY/MANAGEMENT AUTHORITY
Supervise/manage a department and have authority over hiring/firing/performance decisions.
EDUCATION AND EXPERIENCE
Bachelor’s Degree and 3-5 years of cumulative direct supervisory and/or managerial experience. Project Management Professional (PMP) certification preferred.
KNOWLEDGE, SKILLS, AND ABILITIES

  • Intermediate to Advanced knowledge of Microsoft Office products.
  • Detail oriented with strong organizational and analytical skills.
  • Ability to undergo a U.S. government federal background investigation and must be able to pass a drug test.
  • Prior experience managing IDIQ contracts over $20M.
  • Prior experience contracting with Department of State.
  • Strong background in hiring and managing a diverse workforce.
  • Team-oriented professional with excellent interpersonal and communication skills.
  • Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.
