Concurrent Technologies Corporation (CTC) is seeking a Senior Energy Program Analyst. This is a hybrid position located in the Arlington, VA area, with the flexibility to establish a work-from-home schedule while participating in some in-person client and team discussions.

Key Responsibilities:

  • Provide direct support to government program managers for installation energy to meet Office of the Secretary of Defense energy and climate goals and requirements
  • Assist in the development of energy resilience metrics to measure and track progress against goals in the Department of Defense Energy Strategy
  • Support analyses, data collection and reporting, and coordination of tasks associated with broader Department energy policy, including relevant Congressional reports, alternative energy and fuels, energy resilience, climate resilience, doctrine, and international engagement and cooperation
  • Prepare reports, briefings, point papers, reviews, and oral presentations
  • Assess and understand current statutes, Executive Orders, and inter-agency policy related to installation energy, operational energy, and energy and climate resilience
  • Review proposed and/or draft legislation, policies, and guidance related to installation energy, and develop supporting analyses, responses, appeals, and informal views
  • Participate in appropriate working groups to assess installation energy-related data and methodologies to collect, use, and share that data to improve energy-related decision-making
  • Participate in and contribute to conferences and forums to promote new energy policies
  • Recognize and pursue new opportunities within the area of energy and climate resilience within the DoD
  • Provide technical leadership to other team members as a recognized subject matter expert


Basic Qualifications:

  • BA/BS in Engineering, Business, or related field
  • 10+ years' demonstrated DoD program management/ analyst experience
  • Demonstrated experience and/or knowledge of energy and climate resilience issues, strategy, and planning
  • Capability to independently initiate and manage tasks, with a high degree of detail and process orientation
  • Ability to manage and work in teams and establish and maintain functional/working relationships
  • Knowledge of DoD organizations and structures
  • Excellent communication skills, both written and verbal
  • U.S. citizenship
  • Ability to obtain and maintain a Common Access Card (CAC)


Preferred Qualifications:

  • Master's Degree in Business Administration, Operations Research, Engineering, Mathematics, Economics or Management Science, or related field
  • 8 or more years of experience in program/project management of DoD energy, utilities/energy, Federal Agency utilities/energy, or large private sector utility/energy systems; analysis of the Planning, Programming, Budgeting and Execution (PPBE) submissions and data; experience in interacting with senior level managers and decision makers; synthesizing information into quantitative and qualitative assessments to support senior leader decision-making; experience with reviewing statutes and proposed legislation and policy, and developing supporting appeals, informal views, and analyses of energy equities
  • Ability to understand key concepts and data for DoD directives, instructions, guidance, and technical manuals related to defense energy initiatives
  • Energy policy/regulation development, implementation, and/or oversight at a federal level, preferably within the Department of Defense, the Department of Energy, or the Department of Homeland Security
  • Military Operational and/or Installation Management background and experience at the OSD level
