Job Summary:

The Department of Economic Security is seeking an experienced and highly motivated individual to join our team as a Procurement Services Supervisor with the Office of Procurement.
Job Duties:

  • Performs complex work, exercising considerable independence and discretionary judgment to establish effective, efficient, economical, and legal contract management and acquisitions for the Department.
  • Ensures the appropriate sourcing methods for physical purchases of commodities, operational services, and alternative purchasing methods and services, including the issuance of formal and informal solicitations in the Arizona Procurement Portal (APP).
  • Reviews the evaluation committee's documentation for consistency and clarity; recommends contract awards; and oversees of the preparation of final contract documents for execution.
  • Responsible for the issuance, approval, and execution of contract change orders and contract amendments; and preparation of vendor and contract deficiencies, including developing Demand for Assurances and notifications to the State Procurement Office of vendor deficiencies.
  • Drafts determinations to be presented to the Procurement Manager and the Chief Procurement Officer (CPO); and prepares exemption requests to Arizona Department of Administration (ADOA) Risk Management.

Knowledge, Skills & Abilities (KSAs):

  • Knowledge of complex and technical commodities and services within the scope of responsibility.
  • Knowledge of business law related to contract formation and administration.
  • Knowledge of requirements of Human Services procurements and contract management.
  • Knowledge of construction and general services processes; and acquisition software programs, including the Arizona Procurement Portal.
  • Skill in providing leadership, direction, and hands-on supervision of small teams.
  • Skill in effective time management; interpersonal, written, and oral communications; and effective customer service.
  • Skill in Microsoft Office Suite, Gmail, Google Workspace, databases, and spreadsheets.
  • Ability to efficiently use various software applications, Arizona Procurement Portal, DES automated systems, and web-based applications; and build strong relationships inside and outside the organization.

Selective Preference(s):

  • Significant experience equivalent to at least two years as Senior Procurement Specialist or similar function.
  • Bachelor's degree in Business, Procurement/Purchasing, or a related field.
  • Professional certification, such as CPPO, CPPB, CPM, or CPSM from a professional purchasing organization. Other combinations of relevant experience, education, and training may be considered.

Pre-Employment Requirements:

  • Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees.
  • Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions.
  • The position may require the possession of and ability to retain a current, valid state-issued driver’s license appropriate to the assignment. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete any driver training (see Arizona Administrative Code R2-10-207.12). Individuals may be required to use their personal motor vehicle.

Retirement:

State employees are required to participate in the Arizona State Retirement System (ASRS), the State-sponsored retirement contribution plan, and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS-defined benefit plan provides for life-long income upon retirement.
