PACE is a local community non-profit organization founded in 1976 to provide job training and placement services for the Asian Pacific Islander communities in Los Angeles. PACE has since expanded into a variety of service areas, all tailored to meet the growing and changing needs of the multi-ethnic communities in Los Angeles County. Now, in addition to job training and employment services, significant PACE programs encompass: business development; early childhood education (Head Start); financial education and asset building; housing and rehabilitation services; weatherization and energy-conservation programs; and affordable housing development. PACE ENERGY DEPARTMENT

The PACE Energy Department provides Home Energy Assistance, Weatherization and other services to low-income residents of the greater Los Angeles area. These programs provide utility bill assistance and install measures to help improve the energy efficiency, safety and comfort of eligible homeowners or apartment renters. The new employee will be hired under a contract between PACE and the State of California Department of Community Services and Development (CSD) to implement programs under the Low Income Home Energy Assistance Program (LIHEAP), the American Rescue Plan Act (ARPA), the Low Income Household Water Assistance Program (LIHWAP) and the Department of Energy’s Weatherization Assistance Program (WAP).

I. JOB DEFINITION:

PACE is looking for a qualified candidate to fill the position of HEAP Processing Clerk to assist in the implementation of its HEAP operations. The successful candidate should have a cheerful disposition, patience to deal with the public and willingness to help target clients who are eligible to receive HEAP assistance and services. Candidate will assist in processing client applications for assistance, answering inquiries regarding program eligibility and application requirements as well as providing budget counseling and energy efficiency/utility conservation to eligible clients. In particular, the successful candidate will perform the following duties and responsibilities:

II. POSITION RESPONSIBILITIES & DUTIES:

  • Processes HEAP applications from beginning to completion (approval and denial);
  • Performs data entry into the Serv-Traq System;
  • Attends to walk-in applicants, responds to client inquiries by phone or in person;
  • Coordinates with utility companies for energy crisis intervention;
  • Provides budget counseling and promotes energy efficiency conservation to clients;
  • Ensures program compliance in all processes;
  • Maintains confidential handling of all data;
  • Other assigned duties, as necessary.

III. QUALIFICATIONS:

  • High school graduate or GED equivalency
  • Minimum of two years of excellent customer service experience, conducted with tact and patience
  • Excellent oral and written communication skills, as well as telephone skills
  • Knowledge of/experience using Microsoft Office programs (Word, Excel, Outlook, etc.)
  • Ability to handle a high volume of work and multi-task in a fast-paced work environment
  • Ability to cope and maintain composure in the presence of difficult clients and other challenges
  • Bilingual skills is a plus, particularly in Spanish, Korean, Russian, Armenian or any Asian languages. ***Please indicate on your resume/application if you have Bi-lingual skills***

IV. SPECIAL REQUIREMENTS:

  • Candidate must maintain a valid California driver’s license, have reliable transportation and adequate auto insurance.
  • Pass PACE’s employment and reference check
  • Pass a pre-employment physical examination that includes drug and alcohol screening
  • COVID vaccination required; must have two-dose series of Pfizer or Moderna or a single-dose of Johnson & Johnson. Those that need a medical or religious exemption must reach out separately.
