Position Description


Responsible for planning, developing and coordinating the implementation of project management tools for the delivery of all projects for TxDOT's project portfolio including traditional construction and maintenance projects, Private Public Partnerships and all other non-traditional engineering projects. Oversees personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection, project management services, and project delivery support in partnership with districts. Coordinates the development and management of enterprise-wide portfolio status and health reports, cost performance indicators, schedule performance indicators and risk scores. Reports to the Project & Portfolio Manager Section Manager. Serves as a Lead Worker. Work requires extensive contact with high-level executives, governmental officials, and other state and federal agencies. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome.

Essential Duties:


  • Acts as consultant to staff engineers regarding plan operations as they relate to administration, programming, design, construction, right-of-way and maintenance.
  • Advises staff engineers.
  • Assists with the development of project management policies, goals, objectives, tools, processes, and methods for all Department projects.
  • Directs the development of the Department's project management program to achieve Department goals with regard to on-time, on-budget and resource management standards.
  • Directs the development of written reports regarding the Department's project management practices for use by the Administration and senior management team.
  • Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.
  • Monitors the Department's project management practices to identify opportunities for improvements and efficiencies.
  • Oversees compliance reviews of the Department's project management activities within districts, regions, offices and divisions to ensure adherence to appropriate project management policies, processes, and practices.
  • Oversees data collection, analyses, forecasts, and plan development.
  • Recommends staffing and funding for division related activities.
  • Represents the Department at national, state, and local levels concerning project management activities.
  • Serves as a lead worker to TxDOT employees by serving as a resource for complex questions and providing technical training; providing input on employees’ career conversations; approving employees’ leave requests to ensure operations coverage and presenting workflow and operational updates to the supervisor/manager.
  • Performs other job responsibilities as assigned.

Minimum Qualifications:

Education: Bachelor's Degree in any discipline.

Experience: 5 years Transportation engineering, project management or related transportation planning activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

Licenses and Certifications:

  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer*
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Establishing, implementing and executing project management practices for a variety of projects
  • Scheduling cost, and risk control systems
  • Establishing project performance measures, communicating and formalizing performance measures and driving performance to accomplish key program measures
  • Risk identification and management practices & processes for transportation projects

  • Researching, analyzing and solving complex technical, operational and managerial issues
  • Collaborating and cooperating with others to build effective working relationships with internal and external members to accomplish organizational goals
  • Delivering presentations and training to large and small audiences both in-person and online

  • Initiates and supports quality management activities and performance management measures to provide the highest quality products and services that meet the needs and requirements of internal and external customers


Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing-prolonged periods of time
  • Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
