As a regional Pipeline Regulatory Compliance Specialist, you will partner with the region’s Chevron’s Operation and Maintenance Leaders to manage the compliance requirements for pipeline safety regulations. In this role, you will be responsible for working directly with state and federal agencies to coordinate and lead external regulatory audits, conduct research to interpret new and existing regulations, manage the region’s pipeline permits and reports, and build the organizations fluency in PHMSA regulations to assure best-in-class compliance.
Responsibilities for this position may include but are not limited to:
  • Lead state and federal pipeline regulatory compliance audits
  • Interpret pipeline safety regulations and assess their impacts to CPP operations
  • Partner with area leaders to assure overall compliance
  • Conduct gap assessments using audit protocols to determine level of compliance with regulations
  • Coordinate activities of subject matter experts to create and/or review compliance procedures (O&M, IMP, ERP, PA, DP, OQ, and CRM)
  • Assist in developing and delivering regulatory compliance training to field O&M personnel, as needed
  • Lead data gathering and submittals for mandatory external reports
  • Prepare and submit operating permit applications and renewals
  • Conduct jurisdictional assessments for pipeline facilities, equipment, and pipeline systems
Required Qualifications:
  • 5+ years of proven expertise in 49 CFR 190-199 pipeline safety codes, rules, and standards. This includes leading state and federal pipeline safety audits and inspections, developing audit corrective action plans and written responses to external agencies, and filing state and federal reports and permits.
  • Experience interpreting new PHSMA regulations and determining their impacts to pipeline operations.
  • Strong organizational skills with the ability to effectively plan, schedule and execute work.
  • Ability to work independently with limited supervision.
  • Experience balancing multiple projects simultaneously.
  • Experience leading multi-disciplinary teams of up to 20 members remotely and in person.
  • Proficient at managing engagements with internal and external stakeholders.
  • Strong interpersonal and facilitation skills.
  • Experience communicating to all levels of an organization, both verbally and in writing.
  • Strong technical writing skills.
  • Fluent in the use of Microsoft Office tools, particularly Outlook, Teams, Word, Excel, PowerPoint, and SharePoint.
Preferred Qualifications:
  • Education: Bachelor's (B.S.) degree from an accredited university is preferred; Experience will be considered in lieu of a degree
  • Experience working with the pipeline safety divisions of the Texas Railroad Commission (TRRC), Louisiana Department of Natural Resources (LADNR), or U.S. Dept. of Transportation Pipeline and Hazardous Materials Safety Administration (PHMSA) a plus.
