Responsibilities:

This is an entry-level professional work performing a variety of assignments for the Recruitment and Background Screening section in the Human Resources office for Tacachale. This position works under the supervision of the Human Resource Specialist/HR – SES. The duties and responsibilities include but are not limited to the following.


Interprets the State Personnel System Rules to all levels of employees within Tacachale and assures that rules, regulations, policies, and procedures are administered consistently and in an impartial manner. Interprets rules pertaining to employment.


Coordinates with the Human Resources Specialist/HR and the Personnel Technician II/HR the recruitment and Level II background screening process for the hiring for all Tacachale positions. This will include posting of requisitions (Job Announcements), processing recruitment packets for employment references and internal or external file reviews and level II background screenings for assigned areas.


Clearinghouse screenings requiring a resubmission or renewal will be processed using a P-Card and the information will be entered in the WORKS system for payment.


Provides support and advice on the recruitment process to departmental heads; advising departmental heads on the status of vacancies as needed.


Responsible for producing photo Identification Cards for current and new employees. (This includes employees at Tacachale, other Agency for Persons with Disabilities locations and contracted employees.)


Prepares documents to ensure all new employees at Tacachale are placed on payroll.


Responsible for checking Selective Service Registration for applicable employees.


Checks E-Verify to make sure all new employees are authorized to work.


Assist in completing the Level II background screenings for other areas as needed.


Processes all reassignments for Tacachale.


Performs other duties as assigned or requested by supervisor or Human Resources Manager.


Knowledge, skills, and abilities:


Knowledge of the principles of human resource management


Knowledge and ability to plan, organize and coordinate work assignments.


Knowledge and ability to use various computer programs (i.e., Microsoft Office Suite, PeopleFirst, etc.)


Ability to compose correspondence of a complex nature and the ability to meet deadlines.


Minimum Requirements:

High School Diploma or equivalent


Experience working in the subject area of recruitment.

This position may be required to perform essential services before, during, and after an emergency per APD OP 2-0035.


This position is critical to the safety and supervision of residents and may require the incumbent to work beyond their normal work schedule to maintain minimum coverage levels in the facility.

Background Screening Requirement: It is the policy of the Florida Agency for Persons with Disabilities that candidates being considered for employment must successfully complete a State and National criminal history check as a condition of employment before beginning employment, and be screened in accordance with the requirements of Chapter 435, Florida Statutes, and if applicable Chapter 408, F.S.

Background screening shall include, but not be limited to: Fingerprinting for State and Federal criminal and juvenile records through the Florida Department of Law Enforcement (FDLE), and Federal Bureau of Investigation (FBI) and may include local criminal records check through local law enforcement agencies. Also, employees are subject to background re-screening at least every five (5) years.

Male candidates born on or after October 1, 1962, will not be eligible for hire or promotion in the Career Service, or appointment in the Selected Exempt Service (SES) or Senior Management Service (SMS) unless they are registered with the Selective Service System (SSS) before their 26th birthday, or have a Letter of Registration Exemption from the SSS.
