Under supervision of the Assistant Superintendent of Human Resources or other assigned administrator, performs technical duties and provides a variety of general and technical support assistance to prospective and current certificated and classified personnel; process new personnel.

Examples of Duties

Operates computer software to maintain position control and create a variety of reports.

Maintains, operates and monitors the automated substitute system, communicates with teachers, substitutes, District personnel, and outside agencies concerning absences, coverage, system malfunctions, and assigned activities.

Notify substitute employees of expiration dates of credentials and/or permits.

Contacts candidates selected for employment; prepares and explains employee paperwork, fingerprint information and physical exam paperwork; follows-up for complete clearance on fingerprints, physical and other pertinent employment information; establishes start dates; prepares and explains authorization to employ forms and other information; provides information regarding vacation days, sick days, benefits and other District rules and regulations; assure accuracy of input and output data..

Maintains records databases.

Verifies accuracy of personnel requisitions received and makes changes as needed.

Determines proper salary placement using contracts and Personnel Commission rules; works with Payroll Department to resolve problems.

Maintains personnel files; posts and retrieves documents.

Fingerprints new employees and volunteers as needed; forward fingerprints and related information to the Department of Justice and Federal Bureau of Investigations

Maintain fingerprint collection fund and process deposits. Prepare and process requests for interfund transfers to cover expenditures.

Operates a variety of standard office equipment, such as a computer and applicable personnel and payroll software, telephone, fax machine, and copier.

Assists staff, applicants and the public by providing information related to the personnel function; researches, interprets and applies rules and regulations related to personnel policies and guidelines.

Performs various clerical and general office support activities including answering phones, taking messages, transferring calls, verifying employment, greeting visitors and other activities as assigned.

Performs other duties, related to the job, as assigned.

Learn Personnel Commission Rules and Board of Education policies and procedures

Learn practices and procedures related to both certificated and classified personnel

Learn the various properties of the assigned personnel and payroll software

Apply pertinent sections of the Education Code and other rules and regulations; explain, and enforce rules, regulations, policies and procedures

Provide assistance to prospective and current certificated and classified personnel

Perform a variety of technical duties related to the processing and employment of both certificated and classified personnel

Prepare and maintain a variety of related personnel requisitions, records and reports

Distribute, screen and process various personnel-related documents

Answer telephones and greet visitors and the public courteously

Perform clerical duties such as filing, typing, duplicating and maintaining routine records

Operate a computer and other office equipment as assigned

Communicate effectively both orally and in writing

Establish and maintain cooperative and effective working relationships with others

Be flexible to perform work within changing priorities and possess sufficient interpersonal skill to work harmoniously with staff, administrators, parents and others.

Apply good judgment and discretion when handling confidential matters

Perform mathematical calculations quickly and accurately.

Minimum Qualifications

Graduation from high school or GED equivalent AND two years experience in a human resources office performing general clerical duties. Successful completion of one (1) year of college level coursework in business administration, human resources management, information technology or a closely related field.

Qualifying Exam: (REQUIRED FOR ALL QUALIFIED APPLICANTS SELECTED TO MOVE FORWARD)

Written Exam: April 12, 2023

Oral Exams: April 19, 2023

Positions in this job classification typically work 40 hours/week 12 months per year.

OTHER IMPORTANT INFORMATION:

The duration of the eligibility list is 6 months unless extended by the Executive Director of Classified Human Resources and the Personnel Commission.

Applicants selected for permanent or substitute assignments are required to pay for fingerprinting services and obtain Tuberculosis results prior to beginning work. Hayward Unified School District does not pay for employee health and welfare benefits.

Full-time employees are required to purchase medical health benefits. Half-time and less than half-time employees may participate on a voluntary basis. Health benefit costs are 100% employee paid through a pre-tax payroll deduction. Employees may opt out of health coverage upon presentation of proof of alternate coverage.

Dental coverage is mandatory for all employees working 20 hours per week, or more, regardless of outside coverage. Less than half-time employees may participate on a voluntary basis. The District contributes the full premium for "employee only". Any additional premium will be employee paid.
