JOB TITLE: PAYROLL/BENEFITS COMPLIANCE ANALYST

Salary: Exempt E


Job Goal:

To provide our students with the knowledge, skills, and attitudes necessary to become life-long learners and responsible citizens by: Administering all financial and accounting functions related to payroll and benefits in compliance related to tax-deferred plans, i.e. 401-A, 403-B. with federal, state and county rules and regulations and CUSD policies and procedures


Minimum Qualifications
:

  • High School Diploma with courses in business subjects required
  • Bachelor’s degree or equivalent combination of experience and/or education from which comparable knowledge, skills and abilities have been achieved is desired
  • CPP Certification desired
  • Five or more years' experience in progressively responsible payroll, benefits, and accounting duties desired
  • Knowledge of insurance and benefit administration
  • Knowledge of payroll and accounting practices and procedures
  • Knowledge of IRS rules and regulations
  • Skill in reading, interpreting, understanding and applying relevant federal, state and CUSD rules, regulations, policies and procedures
  • Strong computer and technical skills and ability to work with standard software products
  • Knowledge of fiscal practices and procedures
  • Knowledge of related Business Services functions
  • Knowledge of file and record management
  • Previous managerial experience desired
  • Strong human relations skills
  • Ability to organize and direct the work of others
  • High level of organizational skills and the ability to prioritize work load
  • Satisfactory criminal background check

:

  • Performing accounting functions related to the operations of payroll and benefits
  • Completing and submitting all federal and state reports related to the payroll function including, but not limited to, 941, 941X, A1 and unemployment report
  • Processing biweekly payrolls in partnership with Payroll Coordinator to ensure adequate department cross training
  • Providing supervision and assistance to the Payroll/Benefit Assistant.
  • Monitoring employee deductions both voluntary and court-ordered for each covered employee and maintaining compliance and appropriate records, e.g., health savings, flex accounts, tax sheltered annuity (403B, 403B Roth, 457), etc.
  • Monitoring, preparing, and processing invoices for third party administrators and benefit trust to ensure payments are accurate and timely
  • Assisting with employee benefit design and compliance
  • Assisting employees on benefit matters, when needed
  • Implementing procedural changes to ensure compliance related to payroll and benefits
  • Preparing, auditing, printing, and processing of employees’ W-2’s and ACA Forms
  • Preparing and auditing reports to ensure accuracy and compliance
  • Preparing and assisting in the preparation of financial and statistical reports for the district, county, and state
  • Working with and providing information to the Business Office and Auditors as needed
  • Maintaining a variety of files and financial records
  • Applying appropriate rules and regulations
  • Handling verbal and written correspondence and dissemination of information
  • Being flexible and performing other duties relating to general job function as assigned by supervisors
  • Auditing of Employee Leave Plans
  • Create and maintain deduction timelines in system
  • Performing all duties in a safe and prudent manner as directed
