Description:The Payroll and Human Resource Manager is responsible to the Executive Director of Institutional Effectiveness for performing clerical and administrative functions essential to the HR department in the areas of human resources, payroll, employee benefits and leave administration.
ESSENTIAL JOB FUNCTIONS
Payroll and Benefits Administration

  • Prepare, distribute, and report accurate monthly payroll, including but not limited to the calculation of wages, overtime, benefit deductions, garnishments, taxes, etc. to ensure compliance with federal, state, and local laws. Maintain payroll records per records retention schedules.
  • Define and modify payroll administration policies, procedures, and goals, including maintaining and applying current internal control standards to ensure regulatory compliance.
  • Assist with the audit of payroll by preparing and collecting materials for audit and processing any required adjustments.
  • Manage benefits administration including open enrollment, qualifying events, terminations, and new hire enrollment.
  • Maintain Public Employees Retirement System membership (PERS) records and account history of eligible employees.
  • Administer leaves of absence (i.e. FMLA, OFLA, OR and WA paid medical leave, worker’s compensation, military, etc.), tracking time and ensuring compliance with necessary documentation.
  • Monitor payroll activities for compliance with collective bargaining agreements, employee agreements, and College policies and procedures.
  • Manage workers’ compensation claims. Reconcile payroll to final workers’ compensation premiums due and prepare annual workers’ compensation insurance audit.

HR Administration

  • Manage new employee onboarding, including appointment letters, and establish new employee master files.
  • Assist in the preparation of the annual budget.
  • Assist with confidential analysis and documentation in support of collective bargaining activities and routine labor issues.
  • Review staff employment processes and recommend revisions to enhance the efficiency of department operations.
  • Serve as a liaison between managers/supervisors and HR to resolve personnel issues and problems and all aspects of performance management.
  • Draft change requests in regards to employee position or compensation changes.
  • Represent the department in meetings and develop a plan to disseminate information to staff and faculty.

Requirements:EXPERIENCE
Must have 2-3 years’ experience in Human Resources and Payroll practices, to include working with computerized human resources/payroll systems, tax reporting, and benefit administration. Experience managing a payroll process of 200+ employees monthly preferred. Public sector experience preferred.
EDUCATIONAL BACKGROUND
Bachelor degree in business administration or closely related field, and/or equivalent relevant work experience required.
REQUIRED KNOWLEDGE, SKILLS, AND PERSONAL QUALIFICATIONS

  • Strong Knowledge of all Human Resource areas (employment, compensation, payroll, benefits, training and development, employment relations).
  • Ability to successfully complete advanced, complex HR or payroll assignments and work independently.
  • Ability to perform work as a team member.
  • Ability to work with a diverse group of individuals and maintain neutrality.
  • Proficient in computerized spreadsheets, relational databases, and word processing.
  • Demonstrate good oral and written communication skills.
  • Knowledge of principles of accounting, statistics, audit practices, generally accepted accounting principles and government accounting.

Hand-eye coordination is necessary to operate computers and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand, walk, use hand to finger, feel or operate computers, tools, or controls, and reach with hands and arms. The employee is occasionally required to sit, stoop, crawl, climb, kneel, talk or hear. The employee must occasionally lift and/or move up to 20 pounds. Vision ability is required by this job.
