Mines seeks an Employment and Payroll Specialist to administer and process employment and payroll transactions for over 3500 employees. The Department

The Payroll and Employment Office within Mines Administrative Processing Services (MAPS) provides payroll and employment operations services to the Mines community and its numerous off-campus partners in support of the University’s mission. This support is governed by the key principles of service, regulatory compliance, and fiscal accountability. The MAPS office is open from 7:30am – 5:00pm Monday – Friday, and this position will work on campus within those hours.

Responsibilities

Payroll and Employment Processing


  • Identify any recording problems that might not be following IRS rules and regulations and communicate these noted issues to Payroll Operations Manager.
  • Note any processes that do not follow the proper segregation of duties or internal control processes. Propose solutions to Payroll Operations Manager.
  • Recommend the appropriate operations and/or take exception to HRS/Banner input procedures to accurately and efficiently record earnings, or resolve payroll adjustment issues. Where the applicable laws, rules, regulations, and policies are numerous and varied, request the specifics of a given situation.
  • Suggest changes in procedures to provide better customer service to campus. Make procedural changes for payroll processes when it becomes clear that there is a more efficient and/or accurate way to proceed.
  • Review for compliance and accuracy and enter all demographic and payroll data for new hires (Classified, faculty and students.
  • Review and enter all supplemental payroll data
  • Serve as an active participant in HR meetings with CCIT and Payroll Operations to advise on and discuss system issues and/or projects.

Audit and Payroll Reconciliations
  • Complete Direct Deposit Audits before each payroll. Review documents collected to confirm that all information given is accurate and follows department policy
  • Help reconcile payroll liabilities. Position must be familiar with the University’s data warehouse and reporting tools.
  • Help with processing and paying payroll liabilities and uploading to various third-party vendors such as PERA, Valic, Alerus, etc.
  • Work with the Payroll Manager for any corrections needed and training the MAPS staff
  • Process Garnishment requests and notify the employees and respond to agencies
  • Assist with the Glacier 1042-S tax preparation and audit Glacier records to ensure compliance
  • Set up leave calendars for eligible employees. Calculate sick and vacation payouts when necessary under the guidance of the supervisor and follow up with employees to ensure that leave calendars are submitted and approved in a timely manner.
  • Help complete six-month PERA salary reports
  • Complete PERA Salary audits

Employment Verification and Unemployment Insurance Processing
  • Manage employment verification requests thru TDX and provide verification letters
  • Reviews and complete employment verification requests that are faxed and mailed in within our SLA
  • Help complete Unemployment Insurance Claims thru Equifax and work with the Director of Payroll and Employment to provide needed documentation to Employers Unity
  • Review all submitted documentation and set up employment hearings for the Director of Payroll and Employment
  • Serve as Admin ll for the Glacier NRA Tax System and make necessary updates and edits to the system at the direction of the Director of Payroll and Employment

Customer Service Focus
  • Ensures the shared services functions meet user requirements and provides services that exceed customer expectations;
  • Contributes toward a productive, efficient, and effective working environment;
  • Continued process improvement as well as an understanding of transactional processes and systems in order to effectively and successfully move the department forward; and
  • Helps develop transactional processes in partnership with functional managers to ensure highly effective services.

Metrics and MAPS Team Dynamix Website Maintenance
  • Develop appropriate and useful measures and metrics to assess and understand department wide service levels, department and individual performance levels, customer satisfaction, and other information necessary to continuously improve the quality and efficiency of service; and
  • Analyze data and information to identify performance levels, service trends, issues and opportunities for process and service level enhancement.
  • Work with ITS to create workflow changes in TDX
  • System maintenance in TDX to add new forms/instructions as needed
  • Be the main contact for adding additional service workflows in TDX

Pay Range

$54,300 - $61,100

Mines takes into consideration a combination of candidate’s education, training and experience as well as the position’s scope and complexity, the discretion and latitude required in the role, work location, and external market and internal value when determining a salary level for potential new employees.

Minimum Qualifications


  • Bachelor degree in Accounting, Finance, Business, or Human Resource fields; AND
  • 1+ years’ experience with systems for payroll, benefits, and human capital management
  • Deep understanding and appreciation for automation and the use of technology as an enabler of high-quality services and performance levels

Preferred Qualifications
  • A high-level understanding of accounts payable, travel, finance and business operations
  • Knowledge of higher education culture, governance, structures and mission
  • Demonstrated ability to consider implications of complex problems and solutions and taking necessary actions to resolution
