JOB TITLE: Payroll and Benefits Specialist 3

REPORTS TO: Payroll Manager

START DATE: As soon as possible after hire


GENERAL DUTIES SUMMARY:

Perform moderately complex accounting and bookkeeping duties as well as data entry in support of the District's payroll functions. Work following prescribed or well-established procedures as determined by the Manager of Payroll Services. Assist Manager in training new payroll employees and supporting the manager in the operation of the department.


ESSENTIAL DUTIES and RESPONSIBILITIES:

  • Master District and professional computer program applications.
  • Independently perform the duties and responsibilities of the position
  • Prepare and analyze information and reports specific to the position
  • Read, comprehend, and employ documents including but not limited to; computer program application manuals, job specific technical manuals, District policies and procedures and other informational and professional documents specific to individual positions
  • Knowledge and process information in the following areas are a responsibility of this position:
    • Collective Bargaining Agreements, District benefit packages,
    • Public Employees Retirement System (PERS) and annual PERS reconciliation,
    • payroll,
    • Data entry, data query language,
    • Federal and State wage and hour laws,
    • 403b IRS regulations,
    • COBRA, FMLA, OFLA, PFMLI,
    • Garnishments,
    • Unemployment and Workers’ Compensation
  • Balance and pay all medical, dental, long-term disability and life insurance billings
  • Balance liability accounts and write general journal entries as needed
  • Process assigned payroll for assigned employer group(s)
  • Confirm and process employee hours via time clock interface system for monthly payroll
  • Consult with new and existing employees on contractual benefits and voluntary deduction options
  • Process electronic direct deposits
  • Maintain employee files and pay information
  • Assist with coordination and training for the substitute calling system as it relates to the interface with time and attendance
  • Process monthly garnishments and child support payments
  • Act as liaison between insurance carriers and employees regarding claims and questions
  • Balance monthly PERS information and payments and reconcile District records with PERS records
  • Work with Payroll Manager to develop a cross-training program to ensure the accuracy and continuity of all payroll processes
  • Assist the Payroll Manager with the preparation of quarterly Federal and State Tax reports, W-2's, and year-end processing
  • Assist the Payroll Manager with preparation of quarterly unemployment and workers' compensation reports
  • Assist in preparation of data for external audit
  • Assist in the development and maintenance of a Payroll Procedures Manual
  • Assist in the development of an Employee Benefits Manual
  • Will verify the accuracy of documents processed by others and may provide guidance to other payroll employees.
  • Supervision of employees is not a normal responsibility of this position with the exception of needed supervision when Manager is absent

QUALIFICATIONS:

Minimum:


The ability to:

  • Effectively use communication, organizational, and customer service skills
  • Remain flexible when normal duties and schedules are interrupted or changed
  • Solve practical problems which include a variety of variables where only limited standardization exists
  • Interpret a variety of instructions furnished in written, oral, diagram or schedule form
  • Prioritize and implement multiple tasks without supervision
  • Function under the stress of multiple commands or constrictive time lines
  • Exercise sound judgment when making decisions based on Department and District guidelines
  • Follow directions without detail support
  • Demonstrate proficiency with spreadsheets, and Enterprise Accounting Systems.
  • Competently use a ten-key adding machine
  • Computer experience in data base management, spreadsheets, word processing and mainframe computer systems
  • Essential certifications for individual assignments (i.e. Purchasing Clerk-Public Purchasing Certifications, Payroll & Benefit Specialist-State Payroll Certification)
  • Acquiring and successfully completing training and/or classes that will enhance and modernize Department and District needs

Preferred:

  • School district payroll, PERS, FMLA, OFLA experience preferred

EDUCATION and EXPERIENCE:


  • High School diploma or completion of GED certificate
  • College level accounting classes desirable or three years of progressive responsibility in payroll accounting
  • Any satisfactory equivalent combination of experience and training that ensures performance of the essential functions may substitute for the requirements above.

EVALUATION


Performance of this job will be evaluated in accordance with the provisions in the Collective Bargaining Agreement between Tigard-Tualatin School District 23J and Oregon School Employees Association Chapter 51.

A new employee shall be allowed up to four (4) years of experience on the salary schedule, based on actual years of experience on a job of like responsibilites and skills. $28.34 per hour
