General Description
This classification is responsible for developing, planning, implementing, and overseeing of designated Parks, Recreation and Cultural Affairs’ events, programs, and social media activities.
Duties and Responsibilities
The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
  • Coordinates with division managers to observe organizational effectiveness in programming, activities and events; takes necessary corrective action to ensure that goals and maintenance standards are met and comply with local, state and federal regulations regarding cleanliness, accessibility, and safety of facilities. Gathers and analyzes data regarding facility usage/participation and recommends, initiates and implements any needed changes based upon the data.
  • Leads and directs employees, volunteers, and committee members to ensure that all programs and events are delivered on time, within budget, and at the desired level of quality.
  • Attends meetings to explain the purposes, facility usage, and objectives of recreational facilities and to elicit the participation of the agencies in the programs; confers with representatives from schools, faith based institutions, and non-profit agencies to discuss use of their facilities for recreational purposes; participates in various citywide and interdepartmental activities/programs; entertains a variety of demands from various constituencies; attempts to accommodate diverse requests from groups and individuals.
  • Markets and promotes programs/events: including, conducts meetings, hearings, presentations, and serves on committees. Prepares and submits promotional materials, news releases, and social media information.
  • Cultivates relationships with all event stakeholders, especially committee members, citizens, vendors and sponsors; seeks to consistently improve event execution and revenues. Also responsible for providing support to other community organizations events to help ensure their success, when requested by the Director.

  • Oversees work of contractors in the provision of programs and events; provides technical assistance and training; establishes performance and communication expectations; interprets Federal and State program standards; receives/reviews monthly reports; records and tracks contractor performance; authorizes invoices for payment; and coordinates with appropriate officials in the development of corrective actions as needed.

  • Coordinates projects, major studies, reviews, initiatives, and grants related to the delivery of programs and events. Develops, prepares and submits proposals for grant opportunities; participate in the application for service grants; develops budgets for grant funds; prepares and submit annual updates for awarded grants; monitors and reports program performance related to awarded grants; participates in meetings with grantors, as required; ensures that documents required for awarded grants are properly executed and submitted; and coordinates, participates in internal and external audits related to grant funds.

  • Provides and interprets quality standards for programs and events. Makes recommendations, enforces rules, regulations, and procedures for programs and events.

  • Assists in developing, maintaining, and supervising a monthly reporting system for program plans, input/output, and evaluation of programs/events related to the service deliverables.

  • Performs other related duties as required.
Minimum Education and Experience Requirements:
Requires a Bachelor’s degree in parks and recreation administration, business or public administration, or a related field; supplemented by five (5) years’ experience in parks and recreation management, or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Must possess and maintain the following certifications and licenses: CPR Instructor, First Aid Instructor, and AED Instructor.

Requires a valid state driver’s license with acceptable driving history.
