Position Title: Construction Management Representative (Owner's Representative)

Location: Gunnison National Park, Montrose, Colorado

Salary Range: $80,000-$95,000 annually based on experience. In addition to salary benefits, this position is entitled to per diem, mobilization and demobilization are reimbursed, lodging is provided.

Period of Performance: Estimated start around June of 2023 - November 2023. This project will shut down for winter and continue in April 2024.

Project/Position Overview:

The purpose of this project is to make improvements to and along South Rim Drive. The scope of work includes removal of existing asphalt and subbase and replacement with new asphalt and aggregate base, drop inlet and culvert replacement; concrete pavement, replacement of concrete curbs and gutters, replacement of existing MUTCD signs, addition of a pedestrian crosswalk signal and crossing warning speed humps, replacement of a cattleguard and fence, and striping of pavement. Additionally, work on the Visitor Parking Area and Tomichi Parking area includes removal of the existing asphalt and subbase and replacement of new asphalt and aggregate based, replacement of curb and gutters, drop inlet and culvert replacements, riprap, ABA signs, and striping of pavement. A new paved by-pass will be added at the Entrance Station. Reference the contract documents for the full project scope.

All work performed on the facilities shall be undertaken with utmost care to ensure respect and preservation of historical and cultural resources. Work shall minimize disruption of on-going NPS operations and facility maintenance activities within the Park.

This role is contingent upon award.

Responsibilities and Duties:

  • Provide technical assistance and support to CO during construction.
  • Arrange, attend and facilitate a variety of meetings, including weekly meetings at the project site.
  • Document issues encountered and problems experienced with the construction contractor.
  • Review contractor's baseline and progress schedules.
  • Draft project related correspondence for NPS to review and issuance
  • Inspect the work of the construction contractor for progress, workmanship, quality and conformance with contract documents, applicable building codes and safety standards.
  • Deliver reports, reviews, evaluations, design work, etc. to CO.
  • Review and process Construction Contractor's RFIs and assist in resolution, draft response, tracking, and follow up.
  • Review the Design Build Contractor’s baseline and progress schedules. Prepare and submit DSC Baseline Schedule Review Checklist, Schedule Update Worksheet, and Schedule Update Log

Required Education, Knowledge and Skills:

  • 5+ years Construction Management Experience required
    • Prior experience inspecting asphalt paving projects
  • Construction Management Degree or equivalent required
  • Minimum of OSHA 30-hour construction safety training required.
  • Knowledge of project building codes, management concepts, understanding of authorities, and responsibilities.
  • Knowledge of cost estimating with breakdown of labor, materials and equipment costs for proposed construction contract modifications.
  • Ability to read and interpret plans, schedules, and other specifications.
  • Written and verbal communication, problem-solving, and conflict resolution skills
  • Knowledge of software including Microsoft Project, Word and Excel.
  • Maintain a valid driver's license.
  • Qualified applicant must be able to pass a background check.
  • Ability to walk or climb on a daily basis to observe contract performance.
  • Ability to communicate effectively with a diverse range of individuals.
  • Ability to multi-task and prioritize in a fast-paced work environment.
