SUMMARY: The housing operations supervisor is responsible for supervising employees providing housing services for persons who are literally homeless, for whom rapid rehousing has been identified as an appropriate response to end their homelessness and who have been prioritized by the Coordinated Entry System. The program may include some households requiring prevention assistance so that they may be stabilized in their existing housing or relocated to a more suitable, affordable housing placement. The program adheres to the principles of Housing First – low barriers to admission, targeting most vulnerable and providing support services emphasizing engagement and problem solving over therapeutic goals. Responsibilities include, but are not limited to, case assignment, contract compliance, data collection, and reporting. Supervisory duties include overseeing housing services, staff training, and evaluating performance.
ESSENTIAL DUTIES AND RESPONSIBILITIES : (These essential job functions are not to be construed as a complete statement of all duties performed.   • Monitor staff working with eligible families in locating and renting suitable housing.
  • Maintain linkage between Agency, landlord and staff. Facilitate landlord engagement opportunities.
  • Develop and maintain (i.e., update) a database/listing of available housing stock for clients.
  • Provide oversite to Housing Specialists job functions; ensure that HQS inspections are being done to standard, monitor Landlord relationships with agency and ensure ethical policy are followed. Ensure that HS are responsive to landlords and clients.
  • Assist Housing Specialist with referrals to agencies and departments for the resolution of applicant housing issues.
  • Assign housing referrals and monitor tracking logs. Monitor length of time for client to be housed and provide oversite to addressing housing barriers.
  • Provides guidance and oversite to tenant and owner complaints.
  • Makes appropriate referrals for assistance when client’s needs cannot be met.
  • Ensures HS maintain required client, legal and administrative record and statistical data as required by SVDP and program funders.
  • Networks and collaborates with other agencies and represents the agency at community functions, which may include public speaking and presentations as directed by Program Manager.
  • Ensures information is accurately entered in HMIS as required.
  • Review weekly activity logs and time worked.
  • Staff development: hiring, coaching and training staff
  • Conduct annual Job Performance Appraisals of assigned staff
  • Assist Program Manager with administrative tasks related to operations.
  • Coordinate PQI activities including staff meetings, case review, satisfaction surveys and related tasks.
  • Attends staff and other internal meetings as required.
  • Train staff in policy and procedures, completion of forms and data collection
  • All other duties as assigned.

EDUCATION AND EXPERIENCE: (Pending on position and if prior to hire is approved by Chief Executive Officer, a comparable amount of training, education or experience may be substituted for the minimum education qualifications).
  • A minimum of a bachelor’s degree preferred.
  • Substantial successful work experience in the field of housing may be substituted for the degree.

GENERAL PHYSICAL DEMANDS: These physical demands represent the physical requirements necessary for an employee to successfully perform the job's essential functions. WORK ENVIRONMENT: Environment will occasionally become noisy due to equipment operations and interactions among clients and staff. There may be the possibility of being exposed to communicable disease, possible exposure to verbal abuse or similar behavior from residents/clients.
