  • Perform, lead, direct and ensure timely development/delivery of life cycle cost estimates. This will be accomplished using a variety of cost estimating and analysis techniques to encompass all phases of the system lifecycle.
  • Provide sound and reliable cost estimating advice and guidance for supported program manager(s), analysis of variances, identify and update cost risks and impacts, and support formal reviews, acquisition strategy sessions or milestone decision meetings.
  • Proactively develop, update and present briefings/reports to Senior Leaders.

  • Position have been designated as an acquisition position and is covered by the Acquisition Professional Development Program (APDP) ( i.e., Practitioner in Cost Estimating) requiring certification within 24 months certification
  • Position requires a DoD FM Level 2 certification within 24 months.
  • This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act. Incumbent shall comply with the requirements of this certification program.

To qualify as an engineer, employee must meet the education and specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards, Operations Research Analyst 1515: https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/1500/operations-research-series-1515/

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of a broad range of operations research analysis techniques and possession of analytical abilities.
2. Knowledge of quantitative techniques and methods used to develop, adapt, modify and apply models to
resolve problems or define and clarify alternative solutions.
3. Skill to negotiate and/or defend findings and program support concepts.
4. Ability to lead study teams and originate new ideas, projects, and methodologies; and execute projects and/or
studies within established financial and/or time constraints.
5. Ability to develop and utilize appropriate data collection techniques, and design, build, and use models and
simulation techniques.

Education

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
