Who are we:

The Secretary of State, Bureau of Motor Vehicles is seeking candidates to fill an Office Manager (Office Specialist II Supervisor) postion for the Division of Title Services, in Augusta, Maine. This position supervises 16 title examiners and one office specialist II to support the coordination, implementation and oversight of the motor vehicle title program. This position directs and oversees the activities of the title examiners involveed in reviewing applications and implementing title services. This position will assist the Director with the modernization of the title program by reviewing business processes and make recommendations on policies, procedures and rules. Responsibilities require using independent judgment, initiative, and decision-making on complex administrative matters.

A typical day involved:

  • Evaluating employee performance in accordance with State of Maine Performance Management and Appraisal System.
  • Initiating, recommending, and/or making hiring, disciplinary, and termination actions.
  • Participating in interviewing, selecting, orienting, training, and instructing new employees.
  • Discussing employee complaints/grievances with employee and determine course of action in accordance with applicable policy.
  • Planing, assigning, instructing, reviewing, and monitoring the work of support staff.
  • Developing and recommending work methods and administrative policies/procedures to improve existing work practices.
  • Gathering system requirements, conducting testing of systems, reporting defects and providing training to staff in the new modernization program.
  • Reviewing business processes and making recommendations on policies, procedures and rules.
  • Adapting processes/procedures to meet new and/or changing work requirements.
  • Adjusting program/work operations and objectives to meet planned and unexpected change.
  • Analyzing personnel, operational, and organizational issues and problems; and developing timely and economical solutions.
  • Ability to access and use NCIC (National Crime Information Center) website/database in order to access stolen vehicle information; adds and deletes information on the National Motor Vehicle Title Information System (NMVTIS).
  • Must have training in the Criminal Justice Information Security Awareness training and receive proper authorization.

To be successful, you will have:

  • Knowledge of Maine Performance Management and Appraisal System.
  • Knowledge of Civil Service system.
  • Knowledge of applicable collective bargaining agreements.
  • Knowledge of supervisory principles, methods, and techniques
  • Knowledge of the principles of office management.
  • Knowledge of basic investigative principles, practices, and techniques.
  • Ability to compose, review, and edit complex and/or technical business correspondence.
  • Ability to use discretion and judgment in dispensing information.
  • Ability to plan, assign, instruct, review, and monitor the work of support staff.
  • Ability to conduct research, gather information, and analyze results to reach a conclusion and/or make recommendations.
  • Ability to initiate, coordinate, implement, and evaluate administrative activities.
  • Ability to analyze solutions, reach logical conclusions, and make sound recommendations.
  • Ability to understand and promote management goals as they affect day-to-day and long term operations.
  • Ability to effectively plan and adjust work operations to meet planned and unexpected change.
  • Ability to effectively represent the organization at internal and external meetings.

MINIMUM QUALIFICATIONS:

  • Training, education, or experience in administrative support work that demonstrates:
  • competency in applying a proficient knowledge of modern office practices to perform advanced administrative support tasks at the statewide level that are broad in scope or functionally diverse, and
  • the ability to use independent judgment, initiative, and decision making on complex administrative matters. All positions in this classification assume the qualifications of: Office Assistant I, Office Assistant II, Office Associate I, Office Associate II and Office Specialist I.
