Wastewater Planning & Monitoring Division assists in and participates in all aspects of system modernization and business process automation initiatives. Works across county agencies to maintain and establish working relationships to accomplish project work.


  • Procures various supplies, equipment, parts, service, and uniforms in maintenance of the Sanitary Sewer Conveyance system and Pumping Stations.
  • Utilizes SAP procurement module software, follows best practices, policies, regulations, and guidelines to process commodities from request through receipt, storage, and issuance.
  • Coordinates specifications, searches contracts, catalogs, Thomas registry, state, and county contracts for existing agreements, explores possibility of equivalents (equals/work a-likes) and determines most economical and expeditious method to procure goods or services in the interest of the Sanitary Sewer Infrastructure.
  • Serves as vendor contact for discrepancies in material shortages, damages or returns.
  • This position may be required to assist at both our Maintenance Stormwater and Management Division as well as at our Wastewater Warehouse located in Lorton, VA during staff shortages.
  • Must have three years of experience procuring or issuing and receiving equipment or performing accounts payable functions.
  • A valid motor vehicle operator's license is required. Valid Forklift Operator license required or be able to obtain Forklift Safety Training Certificate within six months of hires date.
  • The appointee of this position will be required to complete a criminal background check, driving record check and pre-employment physical.
  • Establishes working relationships with suppliers to facilitate obtaining parts and supplies for operational needs.
  • Maintains records and prepares special and periodic reports.
  • Determines what parts to stock, in what quantities, and where parts should be shelved using inventory management principles.
  • Inspects receipts and invoices and enters them into FOCUS, the inventory management system.
  • Interacts with operational staff (mechanics, field technicians and supervisors) to determine parts requirements and shop supplies needed by the facility.
  • Uses the county's business management/procurement system (Focus) to create purchase orders and place orders for needed stock and non-stock parts, supplies.
  • Working with the accounts payable and finance departments to ensure timely payments and solving any purchasing related issues and questions.
  • Knowledge and understanding of contracting processes and contracts.
  • Knowledge of current procurement and inventory management practices and policies.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to high school graduation or a GED issued by a state department of education; and three years of experience procuring or issuing and receiving equipment or performing accounts payable functions.

CERTIFICATES AND LICENSES REQUIRED:

  • A valid motor vehicle operator’s license.
  • Must be able to obtain Forklift Safety Training Certificate within six months of hire date.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, credit check, and a pre-employment physical examination to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Knowledge of industrial warehouse practices and procedures. Knowledge of inventory control methods and best practices. Experience operating a forklift. Experience using computers. Experience with FOCUS FILO and financial and procurement modules. Three years of experience procuring or issuing and receiving equipment or performing accounts payable functions.

PHYSICAL REQUIREMENTS:
Good vision and the ability to lift 50 pounds. Strength and dexterity necessary to perform all required tasks including lifting, stooping, bending, and working in tiring and uncomfortable positions. All duties performed with or without reasonable accommodations.
