Primary Purpose

Provide marine advice and support in managing the set-up, initial operations and day-to-day operation of the marine related activities at Port Arthur LNG (PALNG). Comply with requirement listed on the Marine Terminal Manual. Assist in the development of and act as the designated responsible person for the implementation, revision and maintenance of the port facility security plan and for liaison with the ship security officers and company security officers. Coordinate all facility security which complies with all company requirements.

Duties and Responsibilities

  • Provides supervision to facility security personnel.
  • Liaises with PALNG’s engineering staff on marine matters relative to terminal development and during construction phase; liaises with PALNG’s operations staff on marine matters relative to the development of operational and emergency procedures; initiates and develops the necessary contacts with shippers, governmental authorities, and other third-party stakeholders, and supports existing contacts.
  • Provides resident marine expertise and advice to PALNG leading to commissioning and full operation of the terminal.

Implements and maintains operational procedures for:
  • Marine Terminal Information and Regulations.
  • Operations Procedure Manual including Shore/Ship Interface
  • Marine terminal security (jetty and foreshore).
  • Marine Vetting Operations (LNG Carriers nominated, all Marine Service Provider vessels).
  • Marine maneuvering activities (Berthing, Un-berthing).
  • Line handling procedures for berthing, un-berthing and emergency departure of LNG Carrier.
  • LNG Carrier Loading and Unloading.
  • Handling and response to all marine related incidents relating to the terminal.
  • Marine Jetty Spill response coordination.
  • LNG Carrier compliance with Terminal/Port Regulations.
  • In accordance with ISPA and USCG regulations, and under the supervision of Operations Manager, implements a facility security plan and ensures the completion of all audits, drills, personnel training, and exercises as required.
  • Monitors and provides oversight of the day-to-day marine aspects of commercial agreements with capacity holders, with attention to performance and Operation requirements of vessels calling at PALNG.
  • Maintains port/terminal, information database and maintain local information for vessels calling at PALNG.
  • Provides and supports the production Manager with marine advice relative to liaison with governmental authorities, shippers, and marine service providers.
  • Maintains a high level of awareness of the Annual Delivery Program (ADP) and Specific Delivery Schedule (SDS) to provide advice on local scheduling of vessel movements.
  • Interfaces with federal, state, and local authorities.
  • Prepares written reports in accordance with departmental policies and procedures, including case complaints.
  • Provides safety orientation and background materials for employees and visitors of the terminal facility.
  • Supports efforts for the safe and timely procurement of marine services for the terminal (tugs, crews, pilots, line handlers etc.).
  • Assists in the development of procedures for and the training of terminal staff on marine issues.
  • Directs development of approved contracts for maintenance related functions such as painting/coating and arranges the procurement and equipment warranty contractual terms.
  • Supports Operations Manager in the development of Emergency Response Procedures at the Terminal and Jetty including interfaces and responsibilities while the LNG Carrier is in the Port.
  • Acts as interface between the Terminal and national and local marine authorities,
  • Ensures that Operations expectations are met:
  • Incident reporting and investigation.
  • Risk assessment.
  • Safety communication.
  • Ensure that Marine Service Providers maintain standards commensurate with PALNG’s Operations policies.
  • Develop, and maintain through continuous improvement, a safe operating culture between PALNG and all Marine Service Providers.
  • Develops and coordinates Security Drills relating to the marine terminal, between PALNG, Marine Service providers and LNG Carriers.
  • Contact with PALNG engineering and operations staffs on marine matters during pre-commissioning phase.
  • Observes all regulatory codes, corporate values, (safety and health, environmental, quality and business continuity) plans and procedures as dictated by the IMS of the facility.
  • Performs other duties as assigned (no more than 5% of duties).
Education

  • Bachelor's degree in technical-related field preferred.
Experience

  • 10+ years of experience in the Marine Industry specifically related to Regulations involving LNG Operations required.
  • Minimum of 3 years of experience on industrial security required.
  • Command experience on LNG/LPG tankers preferred.
  • Familiarity with oil or gas terminal operating practices and processes with focus on ship/shore interface; familiarity with environmental issues including spill response preferred.
  • Port project development experience highly desirable during pre-commissioning phase preferred.
Knowledge, Skills and Abilities

  • Ability to establish and maintain effective working relationship with public and other employees.
  • Solid working knowledge of industry standards, marine contracts, and ship/shore operational and commercial matters; computer literacy in office software including databases, spreadsheets and documentation.
  • High level of knowledge in security policies, procedures, and standards in industrial operations.
  • Maintain confidentiality regarding Terminal security equipment and systems; able to use tact and discretion and maintain confidentiality in a variety of routine and emergency situations.
  • Ability to communicate a positive service attitude in all professional contacts.
  • Ability to prepare written reports in an accurate, comprehensive, timely and legible manner; self-starter with ability to work strategically with minimal direction.
  • Ability to maintain composure and take responsible action during emergencies and stressful situations.
  • General knowledge of project management and LNG shipping economics.
  • Good interpersonal and negotiating skills for effective interaction with government authorities, terminal; staff, third-party shipping interests and outside contractors.
  • Ability to train and mentor jetty operators and supervisors in basic marine practices.
Licenses and Certifications

  • ISPS Code certification required.
