Purpose and Scope
The Capital Program Planning Department (CPP) is responsible for the development and implementation of the Capital Investment Plan (CIP), the MBTA’s 5-year program of capital projects. CPP works closely with our agency partners to determine the total funding available in the 5-year window, reviews and scores the proposed uses for these funds, and manages the process for prioritizing and sequencing these investments in alignment with the MBTA’s core values. In doing this work, CPP has a uniquely broad view of the MBTA and is positioned to collaborate and make connections across departments to improve processes, projects, and the capital program as a whole.

The Grants and Sources Group within CPP works to maximize the sources available to fund the CIP through grant strategy development, discretionary grant application management, and support for the MBTA’s Federal loan program. This group also supports CIP development. The group was launched in mid-2021 to respond to projected declining sources and the increase in Federal discretionary fund availability through the Federal Bipartisan Infrastructure Law (BIL), also known as the Infrastructure Investment and Jobs Act (IIJA). This law introduced several new discretionary funding opportunities and significantly increased the funding available through re-authorized programs. The MBTA is pursuing funding from all applicable sources where eligible, including through large programs such as the Federal Transit Administration’s (FTA) Capital Investment Grants (CIG).

We are looking to hire up to two Manager(s) of Grant Program Development and Capital Analysis, reporting to the Senior Manager of Capital Program Planning. The(se) Manager(s) will be responsible for leading the MBTA’s aggressive pursuit of discretionary funding through application planning and development while working with key internal and external stakeholders. The Manager(s) may be responsible for more than one application or CIG grant at a time and must be comfortable managing multiple deadline-driven workstreams simultaneously.

Duties & Responsibilities

Principal Duties and Responsibilities


  • Lead the proposal process for discretionary grant funding, including the identification of opportunities, coordination with key stakeholders across the agency, and development of proposal content.
  • Ensure that grant requirements are met for CIG grants, including financial plan development, in close partnership with the project delivery team, and with consultant support. This work will continue through the life cycle of the grant, from initial planning and development through closeout.
  • Implement standardized workflows to improve reporting related to discretionary grant applications.
  • Supervise a growing team of grant writers and analysts, as well as consultant support.
  • Support development of executive-level and public-facing presentations, memos, and analysis about the MBTA capital program.
  • Achieve a high level of familiarity with the capital program, including attending project team meetings and design reviews to track project progress.
  • Be responsible for developing and delivering grant reporting, coordinating with internal partners to ensure accurate and responsive reports.
  • Support processes to identify, develop, refine, and update capital programs that advance MBTA strategic goals and/or operational performance metrics.
  • Support the development and implementation of models or tools for estimating cost and benefits, life cycle cost analysis, geospatial analysis, and asset performance.
  • Support the aggregation and management of data and its various sources for development of benefit-cost analyses (BCA), life cycle cost analysis, geospatial analysis, asset performance, and other analyses that may be performed by the MBTA or consultants.
  • Continue the development and integration of tools, like Tableau dashboards, to grow the team’s ability to analyze a diverse range of data sets in support of smarter capital investment decision-making.
  • Identify opportunities to continue to improve MBTA policies and processes to maximize the impact of capital investment.
  • Adhere to rules, regulations, collective bargaining agreements (if applicable) and policies of the MBTA including the EEO, anti-discrimination, anti-harassment, and anti-retaliation policies.

Minimum Requirements & Qualifications

Minimum Education


  • Bachelor’s degree from an accredited institution in Government, Economics, Urban Planning, Engineering, Architecture, or related field.

Minimum Experience and Required Skills
  • A minimum of five (5) years of relevant progressively responsible experience overseeing planning, budgeting, or project management processes.
  • One (1) year of related people management and/or large-scale program/projects management.
  • Highly organized with ability to manage time, resources, and people with an exceptional ability to handle multiple programs simultaneously.
  • Strong project management skills
  • Excellent communication, analytical and presentation skills with ability to obtain buy-in with key stakeholders at all levels of the organization and influence their decision-making.
  • Demonstrated data-driven decision-making skills, ability to conduct various analyses and identify key performance indicators.
  • Ability to learn quickly, take direction and work independently and to use creative, collaborative, and consultative approaches to resolve issues.
  • Advanced expertise in MS Office, especially Word, Excel, PowerPoint, and database applications.
  • Demonstrated ability to think strategically and work in a team environment.
