This organization plays a critical role in the successful execution of International Contracts and allows programs to remain compliant with the U.S. Government in all our global business transactions. This opportunity provides exposure and visibility in the field of Export Import operations and its strategic impact on global growth and success.

This position provides strategic guidance and planning to understand and achieve international business growth by developing licensing plans, providing guidance for complex licensing strategies, program planning, and assuring regulatory compliance for the Naval Power Mission Area.

In addition, this position requires interface with various internal functions and U.S. Government agencies in obtaining the necessary U.S. Government export / import licenses, agreements, permits, certifications, technology release authorizations, and jurisdiction and classifications determinations.

The Manager, Global Trade Licensing position currently reports to the Assoc. Director, Global Trade Licensing for Naval Shipboard Missiles.

Location:

This position is currently designated as fully remote. However, the successful candidate will be required to work from one of the 50 U.S. states (excluding U.S. Territories).

The successful candidate will have the opportunity to work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.

Responsibilities include but are not limited to:

  • Manage strategic business engagements, planning and execution at Mission Area or major program areas to ensure business execution, growth, and compliance.
  • Some travel may be required.
  • Primary interface on interpretation of regulatory requirements or company export / import policies and procedures for specific capture opportunities
  • Prepare, obtain, maintain, manage, and monitor applicable licenses, agreements, permits, certifications, technology release authorizations, and jurisdiction and classification determinations in compliance with applicable US Government regulations and company
  • Analyze and review functional/program data and metrics, proposals, contracts, and/or purchase orders
  • Participate in technical programmatic discussions/meetings with program areas
  • Ability to participate in multi-functional teams working on export/import issues with an ability to drive issues to conclusions
  • Maintain records of current and expired license files, and issues reports on pending and approved licenses/approvals
  • Actively participates in selection, training, mentoring and development of GT Licensing
  • Participate in and lead special projects, cross-functional business projects and corporate projects to support business objectives

Qualifications you must have:

  • BS/BA Degree and a minimum of 8 years of professional work experience in one of the following areas Global Trade, international business, contracts, supply chain, engineering, or other, relevant discipline.
  • Prior licensing experience in a highly regulated environment involving Temporary and Permanent Export and Temporary Import licensing, Technical Assistance Agreements, Manufacturing License Agreements, and other compliance and transactional activities and applications of regulations (ITAR, EAR, Customs).
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance.

Qualifications we value:

  • 8-10 years of experience in the application of regulations (ITAR, EAR, Customs)
  • Prior experience supervising a small team
  • Prior experience as an Empowered Official or strong compliance experience in a highly regulated environment (licenses, agreements, compliance, and transactional activities and application of regulations)
  • Experience with ITAR and EAR in high volume environments
  • Experience with Technical Assistance Agreement (TAA) and Manufacturing Licensing Agreement (MLA) preparation/administration
  • Knowledge of Export Control Reform (ECR) and familiarization with Jurisdiction Classification Assessments
  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently
  • Demonstrated ability to collaborate with multiple business functions for success
  • Strong communicator to develop and conduct stand-up training
  • Sincere interest in field of Export Import operations and its strategic impact on global
  • Excellent customer relation/interpersonal skills

The salary range for this role is 94,000 USD - 196,000 USD; however, Raytheon Technologies considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate’s work experience, location, education/training, and key skills.
