Summary:
Under general supervision of the Line Maintenance Superintendent is responsible for leading staff and performing labor required to carry out the Line Maintenance and Operation functions of the water distribution system and sewage collection and conveyance systems as required. This position is distinguished from the Line Maintenance Technician IlI by additional responsibilities to lead crews, operate equipment, repair the water and sewer pipeline systems, and by additional licensures, and experience. Participates in water, sewer, new construction and customer service operations as required.


Essential Duties and Responsibilities
include the following:

  • Occasionally lead line maintenance repair crews in the absence of a Foreman to perform safe repairs as assigned.
  • Load and unload trucks and carrying of heavy materials.
  • Responsible for the safe and efficient operation and maintenance of POA vehicles, tools, and heavy equipment, specifically responsible for the proper care, operation, and maintenance of backhoes, dump trucks, sewer jetter, sewer vac, and all related trailers, tools, and equipment.
  • Maintains and operates, under direction or independently, the pipelines, valves, hydrants, meters, and equipment associated with the water distribution system, wastewater collection and conveyance system.
  • Reports problems to Supervisor in a timely manner.
  • Ability to communicate with the general public and coworkers in polite and efficient manner.
  • Assists coworkers and other departments in system operations and maintenance tasks and duties
  • Basic ability to locate streets, addresses, and water and sewer lines on maps.
  • Responsible for responding to customer requests and complaints and completing work orders accurately and efficiently.
  • Responsible for follow up of actions, ongoing personal development, and department related training, licensing, and certification.
  • Responsible for operating in accordance with Local, State, Federal Regulations, and Public Utilities Policies and Procedures.
  • May be required to work periodically for other divisions as directed.
  • Follow all Property Owners' Association (POA) policies and safety rules.
  • Required to drive a POA vehicle or personal vehicle while conducting POA business.
  • Required to be on time to work. Required to be available for standby duty and work after hours and weekends whenever necessary.
  • Other duties as assigned.


Qualifications

  • Must be at least 18 years of age.

Education and/or Experience
High school diploma or general education degree (GED); and related experience and/or training; or equivalent combination of education and experience. Experienced in Confined Space Entry procedures, Traffic Control procedures, and in Trenching and Excavation Safety.


Language Skills
Ability to read, write, and comprehend simple instructions.


Mathematical Skills
Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's. Ability to perform these operations using units of American money and weight measurement, volume, and distance.


Reasoning Ability
Ability to apply common sense understanding to carry out simple one- or two-step instructions. Ability to deal with standardized situations with only occasional or no variables.


Certificates, Licenses, Registrations
Requires a valid Arkansas driver's license, and clean driving record with proof of liability insurance. Preferably requires the following minimum CDL and state utility licensure:

  • Arkansas Commercial Driver’s License Class B with Tanker endorsement
  • Arkansas Grade II Water Distribution Operator License
  • Arkansas Class I Wastewater Collection System Operator License (or within 1 year)
  • Arkansas Class I Wastewater Treatment Operator License (or within 1 year)
