Positions Summary
The Lead Behavioral Health Clinician will provide leadership and coaching to an assigned team of Behavioral Health Licensed Clinicians and will manage the operations of one or more Behavioral Health Counseling Suite(s). This position is a hybrid role, with 60% clinical and 40% leadership responsibilities. As a licensed clinician, the Lead Behavioral Health Clinician will partner with persons served and their interdisciplinary teams to develop, implement, monitor, and revise behavioral support plans and provide mental health counseling to an assigned group of people with intellectual and developmental disabilities. The Lead Behavioral Health Clinician will partner with the Senior Director of Behavioral Health to support the continued development and growth of Behavioral Health services. The Lead Behavioral Health Clinician will be a member of the Leadership Council. This position must meet the qualifications of a Direct Support Professional, Certified Medical Technician not required.
Salary: $90,000 per year

The Clinician will partner with persons served and their interdisciplinary teams to develop, implement, monitor, and revise behavioral support plans and when requested provide mental health counseling. The Clinician will also facilitate group counseling sessions. The Clinician is responsible to ensure that all behavioral health related services support person’s ability to achieve their vision for themselves. The Clinician will support the facilitation of MANDT and other behavioral health training. This position must meet the qualifications of a Direct Support Professional. Master’s degree in social work, psychology, or related field and a LCPC or LCSW-C license required.

Salary: $84,000 per year

Position Responsibilities

Clinical

  • Perform assessments to evaluate mental health related issues.
  • Determine the level of mental health treatment needed for each person assigned based on appropriate diagnostic criteria; Formulate and implement individualized, person-centered treatment plans, and provide appropriate interventions.
  • Facilitate individual and group mental health counseling in alignment with evidence-based practices and approved clinical models.
  • Maintain clinical notes and other documentation required for each participant’s electronic medical record (EMR).
  • Provide feedback on clinical and diagnostic matters to assigned licensed clinicians.
  • Provide clinical supervision to designated LGCP, LMSW, LCSW and conduct activities associated with approved clinical supervision in accordance with the terms of your professional license and applicable COMAR regulations.
  • Develop and monitor behavioral support plans, in partnership with the persons supported and their team, ensuring a person-centered process throughout development and implementation.
  • Evaluate plan effectiveness based on data, reviewing progress notes, as well as the graphic representation of this data and revise at least annually.
  • Complete initial and ongoing assessments (such as Behavioral Functional Assessments, preference assessments, etc.) necessary for plan implementation; Attend meetings as scheduled for annual support team meetings, as well as any interim meetings regarding behavioral concerns for persons served.
  • Coordinate and support licensed clinicians in the development of Behavior Support Plans; Manage scheduling, tracking of behavioral plan progress, and other services provided by other licensed clinical staff; Working with Direct Support Professionals and program teams, ensure plans are being implemented per the author of the plans.
  • Monitor psychotropic medications (additions, reductions, discontinuations) as prescribed by Psychiatrist; Work collaboratively with the team and psychiatrist to ensure appropriate psychiatric diagnoses and treatment including therapy when needed.
  • Review Incident Reports that have behavioral concerns and monitor the number of restrictive techniques used; Partner with program teams to develop person centered strategies, as needed.
  • Train and coach Direct Support Professionals and program teams in behavioral plans/strategies.

Leadership

  • Manage and coach clinical and support staff, consultants, and contractors - both directly and indirectly assigned.
  • Assign person served to clinical team members and ensure each licensed clinician maintains equitable assignments based on their hours worked.
  • In partnership with the Senior Director of Behavioral Health and the Clinician of Practice, provide initial and ongoing training and professional development for licensed clinicians and other Behavioral Health team members.
  • Support the Senior Director of Behavioral Health to manage the implementation, review, and benchmarking of Behavioral Health programs and services.
  • Foster productive and collaborative relationships internally and externally; Facilitate relationships with clinical providers, Coordinators of Community Services, local and state agencies, and other groups.
  • With Senior Director of Behavioral Health and Director of Innovation & Improvement, ensure compliance of all Behavioral Health programs and services.

Program Supports

  • On a rotating basis, manage the Behavioral Health on-call phone line.
  • On a rotating basis, facilitate MANDT and other behavioral health training.
  • Provide coaching and clinical supervision to Behavioral Health Associates.
  • Participate in the admissions process by providing behavioral assessment of people interested in services

Other Functions

  • Support the development of organizational policies, procedures, and practices.
  • Participate in outreach functions to support the growth of Behavioral Health.
  • Participate in cross sector groups and collaborations.
  • Perform other duties as assigned.

Education & Experience Requirements

  • Master’s degree in social work, psychology or another related field and a LCPC or LCSW-C required
  • Meet all requirements to be a Maryland Board of Professional Counselors approved/certified supervisor or a Maryland Board of Social Work approved supervisor
  • Five or more years of professional experience providing behavioral supports for people with intellectual and developmental disabilities for use in a community-based setting and at least two years providing management and coaching to licensed clinicians and other clinical professionals
  • Deep understanding and passion for person centered planning and self-direction for people with disabilities
  • Ability to work autonomously, in ambiguous situations with little direction, running toward problems without being asked; solutions oriented
  • Ability to remain flexible, calm under pressure and adaptive
  • Experience working across cultural, geographic, and programmatic lines to positively support person(s) served
  • Excellent oral and written communications; strong interpersonal skills with the ability to manage positive communication in difficult situations and the ability to provide candid/constructive feedback
  • Proficiency in MS Word, Excel, Outlook, and knowledge of outcome systems

This position operates in a professional office environment and out in the community. This role routinely uses standard office equipment.

Work Schedule

This position is full-time. Typical work schedule is Monday through Friday during office hours, with frequent night and occasional weekend meetings or training. This position is eligible for periodic telework.
