SUMMARY

This position is responsible for managing, analyzing and troubleshooting data related to lab results and interfaces for the California Reportable Disease Information Exchange (CalREDIE), a statewide electronic disease reporting and surveillance system maintained by the California Department of Public Health (CDPH). With minimal direction from the CalREDIE Lab Reporting Supervisor and Team Leads, the Lab Outreach Analyst performs duties related to the support of surveillance and health informatics capacity to develop and improve electronic data exchange including communication with data submitters, local health jurisdictions and partners.

This is a remote work position.

The salary range for this position is $66,560/year to $74,880/year depending on experience/qualifications.

Must be able to work flexible hours, including weekends and holidays.

ESSENTIAL FUNCTIONS

  • Independently communicate with multiple representatives from all levels of data submitter organizations to provide details related to the Electronic Laboratory Reporting (ELR) process and Alternate Lab Reporting (ALR) processes including technical messaging and vocabulary requirements.
  • Field questions and requests for assistance from the CalREDIE team, laboratories, local health departments, broader CDPH program staff, technical vendors and other partners and constituents.
  • Guide new submitters to appropriate channels for CalREDIE reporting.
  • Reconcile information from multiple sources to identify and troubleshoot issues.
  • Independently investigate and assist with resolving data transmission anomalies.
  • Conduct data quality analysis and other activities utilizing various reporting tools and metrics.
  • Document and communicate issues succinctly and in a timely fashion, escalating as needed especially those items affecting test and/or case counts.
  • Coordinate discrepancy resolution between the sending facility and the receiving local public health jurisdiction.
  • Develop training materials to document error monitoring and resolution process steps.
  • Clearly and accurately track laboratories’ efforts to resolve issues and submit quality ELR messages to CalREDIE.
  • Update submitter contact list based on exchanges with laboratories, vendors and other partners.
  • Interact with CalREDIE staff and CDPH program partners to support data quality improvements.
  • Participate in various CalREDIE workstreams as needed to provide ELR subject matter expertise.
  • Establish and maintain reliable, efficient, and effective methods for communicating with involved partners including via telephone and email.
  • Perform other duties as directed by the CalREDIE Lab Reporting Supervisor and Team Leads.

JOB QUALIFICATIONS

  • Strong written and verbal communication skills in a professional setting and the ability to identify needs when working with audiences consisting of different roles and technical backgrounds.
  • High level analytical and problem-solving skills.
  • Knowledge and application of Health Insurance Portability and Accountability Act (HIPAA) requirements and protection of health information.
  • Familiarity with California reporting regulations as listed in California Health and Safety Code Section 120130(g) and California Code of Regulations, Title 17 Sections 2505 and 2500.
  • Understanding and demonstrated knowledge of data flow from laboratory and/or health care provider organization to public health agencies for disease reporting and surveillance.
  • Prior knowledge and experience in use of CalREDIE or other public health tracking systems preferred.
  • Exposure to HL7 messaging requirements for submission of electronic laboratory reporting to local and state public health agencies desirable.
  • Experience working with CSV and other flat files, data conversion tools, and electronic transmission applications desirable.
  • Familiarity with SQL and experience building and running database queries preferred.
  • Demonstrated reliability and integrity.

Education/Experience

  • Bachelor’s degree required.
  • A minimum of two years of experience in managing business and technical relationships with internal and external customers.
  • Experience in a health care setting; familiarity with clinical terminology and interpreting laboratory testing results.
  • Experience interacting with state and local public health departments, laboratories, epidemiologists, and other health agency staff.
  • Demonstrated organizational skills and ability to multi-task on projects for multiple entities at varying speeds/timelines.
  • Ability to prioritize deliverables with little to no guidance.
  • Experience working with partners to overcome technical and business problems to arrive at mutually acceptable solutions.
