1. POSITION TITLE: Building Inspector

2. DEPARTMENT: Building Inspection/Code Enforcement

3. PAY GRADE: 700 (Exempt)

4. SALARY: $65,696.00 through 7/9/23

$67,010.00 effective 7/10/23

Plus, additional certification pay per hour as may be applicable and approved for certain WV State Fire Marshal licensed disciplines.

5. GENERAL DESCRIPTION OF THE POSITION:

Incumbent is responsible for the overall administration and management of the WV State Building and Housing Code as it applies to the City of Fairmont. The position collaborates with the Director of Planning and Development in administering the City of Fairmont Zoning Code.

This Leadership position supervises all administrative, clerical, and technical positions in the performance of their assigned duties in the Building Inspection and Code Enforcement Department. Additionally, position encompasses skilled field inspection and related administrative work in the enforcement of City & State building codes and ordinances regulating construction, alteration, and demolition of structures and land use. Work involves ensuring compliance with applicable codes and regulations through plan review, owner/contractor consultations, and site inspections.

6. GENERAL DUTIES OF THE POSITION:

  • Plans, organizes, and directs the inspection and enforcement activities of the Building Inspection and Code Enforcement Department; delegates or receives and reviews applications and construction documents; delegates or conducts subsequent inspection(s) for compliance with applicable codes and standards for new structures, alterations, and modifications to existing buildings, and change of use and processes to existing facilities, demolitions, and rental units.
  • Checks all aspects of in City limits construction for compliance with all applicable building, mechanical, electrical, and plumbing codes as adopted by the State of West Virginia and as certified by the State.
  • Prepares inspection reports and follows up on findings to ensure compliance.
  • Prepares and issues letters, notices, and memorandums as required.
  • Provides information on building codes and construction safety to contractors, businesses, and property owners.
  • Provides training to subordinates and as necessary to the general public.
  • Operates, maintains, and insures correct calibration of electrical test equipment as applicable (e.g., multi meters, circuit testers) and air monitoring equipment (e.g., CO meter, velometer).
  • Provides technical advice to other departments, the City Manager, and the City Council (through the City Manager).
  • Coordinates management of the geographical information system with the Director of Planning and Development.
  • Permits and inspects contractors’ work within permitted projects.
  • Manages the training of technical personnel ensuring they gain proper and timely State required certifications.
  • Prepares budgetary estimates as well as regular and special reports for the department.
  • Organizes/prioritizes department workload and staff schedules.
  • Reviews easements, plats and right-of-way vacations.
  • Reviews building and grading permits for compliance with right of way conflict/resolution.
  • Represents the city at various meetings
  • Assists in applying for grants and federal funds.
  • Performs special projects, programs, and other duties as assigned by the City Manager.

7. DESCRIPTION OF SUPERVISION RECEIVED:

Direct supervision is provided by the City Manager. The City Manager provides administrative direction in terms of broadly defined City and department goals and objectives. The City Manager is kept informed of the program(s) status, progress, and potentially controversial department matters.

8. DESCRIPTION OF SUPERVISION EXERCISED:

Supervises and provides guidance to the City of Fairmont Building Inspectors, Code Enforcement Officers, and administrative department personnel in the performance of their duties. Assigns work, provides direction, gives technical support, and coordinates work efforts to ensure work complies with departmental policy and governing regulatory requirements. Provides motivation and training to staff. Performs annual employee performance reviews in accordance with guidelines established by the City Manager.

9. KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED FOR PERFORMANCE OF THE WORK:

  • Detailed knowledge of the West Virginia State Building Code, ICC Building Codes, NFPA Electrical Codes, and references regulations and all relevant City of Fairmont codes.
  • Detailed knowledge of building construction materials and building and housing codes.
  • Ability to perform thorough and efficient inspections of structures, construction sites and processes.

· Ability to interpret, analyze, apply, and articulate relevant laws, rules, contracts, ordinances, regulations, and guidelines.

  • Possess effective verbal and written communication skills.
  • Ability to deal harmoniously with all levels of personnel, the business community, and the general public.
  • Experience with the principles and practices of departmental management and supervision
  • Experience with the principles and practices of leadership, motivation, team building and conflict resolution.
  • Experience with the principles of budget preparations and expenditure control.
  • Knowledge of contract preparations and administration.
  • Skill to prepare and present clear, concise, and competent reports, both orally and in writing.
  • Ability to analyze complex technical and administrative problems, evaluate alternatives, and implement creative but sound alternatives.
  • Ability to operate efficiently operate a personal computer and associated software.

10. EDUCATION AND/OR EXPERIENCE REQUIREMENTS:

  • Bachelor’s degree from an accredited College or University in the field of Construction Management or Technology, Safety, Public Health, Engineering, Architecture, or related field and two (2) years of construction field experience or any equivalent combination of experience and education which provides the required knowledge, skills, and abilities.
  • Must possess a West Virginia Master Electrician’s License.
  • Two (2) to five (5) years of progressive experience in the respective discipline including three (3) years in a leadership, supervisory or administrative capacity.
  • Must possess a valid WV driver’s license or gain a WV driver’s license within 60 days.
  • Certification from the WV State Fire Commission as a Certified Building Official or the ability to obtain such certification within eighteen (18) months of hiring is required with this position.

11. PHYSICAL REQUIREMENTS:

While performing the duties of this position, the employee is required to walk, sit, stand, bend, climb stairs, walk on uneven surfaces, crouch, crawl, kneel and stoop. Additionally, the employee will be required, at times, to lift, carry or push/pull supplies, materials, equipment and/or items weighing up to 50 pounds while performing the duties of this position. Work is primarily conducted outdoors. Incumbents of this position will be exposed to noise, dust, inclement weather conditions, and may also be exposed to various elements in homes, businesses, and rental properties.
