Job Summary:

Primary contact and administrator for access control (provision/deprovision) to enterprise systems (CFS) and troubleshooting for staff and faculty. Ensures compliance of Level 1 and 2 sensitive data. Performs audits of campus wide administrative systems and ensures continuity of access control and performs troubleshooting when necessary.

Major duties and responsibilities:

  • Serve as lead system administrator for Oracle PeopleSoft Enterprise systems, CFS, as well as, serve as secondary system administrator to the Oracle PeopleSoft Enterprise Systems, CS and HR, and HIPAA and health-related systems.
  • Ensure compliance and adherence with federal, state, and CSU campus-wide regulations and policies. Create and maintain CFS User Profiles, as well as implement CFS roles by authorized requests.
  • Lead system administrator for CFS Training Environment process. Create and maintain CFS TRN User Profiles and implement roles for the Requisitions – Requester training.
  • Secondary for deprovisioning PeopleSoft administrative access when employees leave the organization i.e. resignation, termination, retirement, or department transfers by removing all general permissions and all roles assigned in user profiles.
  • Coordinate, validate and facilitate internal processes based on Chancellor’s Office mandates to ensure end-users meet required authorizations before gaining access to any campus enterprise environment by working in tandem with requesters of access, CIA delegates, ITS Training Services and many other various stakeholders’ campus-wide.
  • Work independently to generate reports for management by disseminating data to ensure quality assurance and compliance.
  • Review and approve Chancellor’s Office monthly Security Reports Utilize troubleshooting practices to resolve end user access issues by utilizing custom PeopleSoft security queries and query manager.
  • Ensure compliance of level 1 and level 2 sensitive data handling procedures, conduct sensitive data assessments, and ensure only authorized individuals with proper authorizations gain access.
  • Assist and support compliance of campus EHR-applications (Medicat, Titanium, ProPharm), etc., with applicable best practices, statutes, and laws, including applicable HIPAA, FERPA and CSU policies and procedures, and report possible violations to Information Security Officer.
  • Conduct periodic compliance audits of Campus Administrative Systems, including annual certifications as required by Federal, State, CSU, and CSUSB for systems processing, storing, and transmitting sensitive data including ePHI and health information.
  • Develop strategic solutions to include in generated post-audit reports that are provided to end-users to ensure the department is compliant with Information Security Standards/guidelines/procedures Demonstrate consultative skills in working with internal and external auditors by providing and formulating supporting documentation that is requested.
  • Conduct risk assessment processes to detect process gaps & inconsistencies utilizing compliance software tools.
  • Analyze and audit user access logs of university electronic health related applications, develop and update the campus compliance & risk assessment programs to comply with applicable CSU and CSUSB policies related to privacy and security of health records, health information and HIPAA and report possible violations to Information Security Officer.
  • Review all campus software purchases and add supplemental provisions and compile contract language to ensure campus-wide compliance of information security standards.

Minimum Qualifications: Required Education and Experience

  • Bachelor's degree in Information Systems, Cybersecurity, or equivalent training and work experience involving information security.
  • Two years of related experience.

Required Qualifications:

  • Ability to apply consultative skills to assess user needs and provide appropriate support.
    Knowledge of campuswide information technology systems and access procedures.
    Ability to analyze for sensitive data, CSU, federal, and state requirements and access methods.
  • Knowledge of training theory and practices demonstrated by an ability to develop and deliver technical training and user documentation.
  • Ability to maintain materials, inventory, and technical references and administer facility and system security practices.
  • Knowledge of system utilities, features, installation and maintenance procedures, and general operation.
  • Demonstrated interpersonal and communication skills in working with users to interpret needs and provide appropriate solutions.
  • Demonstrated ability to work and communicate with users to effectively identify and efficiently meet their requirements.
  • Subject matter expertise in a specialized discipline or body of knowledge.
  • Work requires coordination with individuals at all levels within the organization. As needed, acts as a representative to outside entities.

Preferred Qualifications:

  • Working knowledge of and ability to apply standard theories, principles, practices, and techniques applicable to the program and/or administrative specialty to develop conclusions and make recommendations.
  • Thorough knowledge of policies, procedures, and outside regulations pertaining to the applicable program and/or administrative specialty.
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved.
  • Expertise in investigating and analyzing problems with a broad administrative impact and implications.
  • Ability to anticipate problems and address them proactively.
  • Demonstrated ability to effectively interpret, organize, and present information and ideas in written or presentation form.
  • Ability to train others in new skills and procedures and provide lead work direction.

Compensation and Benefits:

Anticipated Hiring Range: $4,678 per month

Classification Salary Range: $4,678 - $11,547 per month

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 14 paid holidays a year.
