JOB TITLE: HUMAN RESOURCES (HR) MANAGER


REPORTS TO:
Director of Human Resources


POSITION OVERVIEW:

The Human Resources (HR) Manager will plan, coordinate, and direct the administrative functions of the PSB Office of Human Resources. The HR manager provides comprehensive assistance in developing, implementing and monitoring the School District’s policies/procedures in all human resource related matters. The HR Manager will also provide the Director of HR with recommendations on HR related issues and serves as acting director in the absence of the director. The manager will oversee the recruiting, interviewing, and hiring of new staff; consult with senior staff on strategic planning; and serve as a link between an organization's management and its employees. The successful candidate must have strong written and oral communication skills, as well as the ability to handle multiple tasks in a highly interactive environment.

QUALIFICATIONS- REQUIRED:

  • Associate’s Degree
  • Minimum 3-5 years of professional experience working in a human resources office or similar office environment
  • Experience with full cycle recruitment and facilitating new hire orientation
  • Experience working with bargaining units, labor negotiations, mediation, and workplace investigations
  • Excellent skills in: Google Suites, computer and data analytics, verbal and written communication, quantitative-based decision making
  • Excellent and creative problem-solving skills with the ability to act decisively
  • Organized and detail oriented with ability to prioritize, multi-task, meet deadlines and competing demands
  • High professional standards of customer service and work quality
  • Motivated, self-starter, able to work independently with commitment to positive outcomes
  • Teamwork and conflict management skills
  • Current authorization to work in the United States by the first day of employment

QUALIFICATIONS- PREFERRED:

  • Bachelor’s degree in related field
  • HRCI or SHRM HR certification
  • Work experience with employment, benefits and salary administration in a public school system
  • Bachelor’s degree in Human Resources, Business Administration or a related field
  • Current knowledge of key strategies and trends in human capital discipline

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Compliance with Human Resources Laws and Regulations

  • Assists the Director of HR in the planning, scheduling and coordination of daily work activities;
  • Research information for the purposes of revising/developing/managing policies, procedures, and priorities to meet established goals and ensure legislative compliance
  • Development/implementation and maintenance of HRIS Systems (e.g. PowerSchool, Indeed, MTRS, SAFIS, CORI/SORI, etc.)
  • Responsible for all TalentEd training, account creations, Applicant Tracking & Record Module maintenance, reporting, etc.
  • Responsible for ensuring that all employees have the appropriate licensure. Monitors the expiration of credentials and prepares and assists the various Central Office teams with data when requested
  • Provides guidance to management staff, principals, employees and the general public regarding personnel policies and practices of the school department

Staffing, Recruitment and Hiring

  • Staffing Management
    • Responsible for the planning and implementation of yearly new hire orientation
    • Approve all requisition & post all PSB job openings
    • Send PSB job offers and employment agreements
    • COVID-19 staff vaccination compliance management
  • Produce yearly BEU Seniority Report
  • Monitors the job postings of all vacancies on the district’s web page, and all external sites
  • Assist the team with new hire onboarding Welcome Session meetings, as needed

Processes & Procedural Management

  • MTRS leave of absence management, point of contact for the PSB District MTRS rep
  • Oversee the Lane Change process for the district
  • Complete employee verifications as needed (employment, licensure, evaluation, etc.)
  • Service as a secondary HR presence for interview processes
  • Collaborates with Town Payroll, School Payroll & Town HR to troubleshoot employee inquiries and potential changes
    • Provide years of service breakdowns and unemployment support
  • Create and manage all yearly PSB-HR Internal trackers (Hiring & Onboarding, COVID, Licensure etc.)

Employee Relations

  • Collaborates with District’s counsel and acts as immigration point person for approved staff that are working under Visa’s
  • Provide assistance when necessary with conducting investigations relating to employee conduct and complaints

Other

  • Serve as one of the District’s Records Access Officers
  • Spearhead District wide job descriptions overhaul to ensure all positions have an accurate job description; collaborated with Hiring Managers to ensure that accurate essential job functions and required KSA’s are reflected
    • Convert all job descriptions to new template prior to posting
  • Track the non-aligned staff evaluation process for the purposes of ensuring all PSB employees are evaluated annually
  • Perform other duties as assigned by the Director of Human Resources

TERMS: Non-Aligned (At-Will), Salary, 12 months
