  • Exercises responsibility for personnel, fiscal, and other management controls related to Human Resources Division; prepares and reviews records and reports of an operational, professional and, occasionally, a research nature.
  • Administers, coordinates, and leads Human Resource program; maintains legal compliance by ensuring organizational conformation with applicable Human Resource related Federal, State of Illinois, and grant related regulations, keeping Human Resource policies and procedures current.
  • Oversees daily Human Resources hiring functions; including staff recruitment and retention; coordinating the posting of open positions, interviewing, testing, hiring, and orientation of new staff while maintaining communication with associated leadership.
  • Assists and advises executive management team about Human Resource matters and aids in the resolution of appropriate employee relations issues.
  • Maintains advocacy for both Health Department and employees by being a strategic partner for Administration, an employee sponsor, advocate and change mentor.
  • Act as liaison between Department and Knox County Payroll Coordinator as related to payroll, benefits, personnel concerns, and other human resource related issues.
  • Responsible to maintain compliance with all requirements required to maintain FTCA and professional liability insurance for facility and clinicians of the Community Health Center Program; including the credentialing and privileging of all applicable providers and staff.
  • Works in conjunction with Administration and Division Director to provide training and assistance in the completion of the annual performance management and evaluation process.
  • Oversees Human Resources employee separation functions; including staff notices and documentation; coordinating and conducting exit interviewing to determine reasons for separation, advising employees of all steps in terminating employment, and collection of Health Department property.
  • Directly supervises and is responsible for coordination of assigned staff.
  • Maintains personnel files, payroll records and time sheets for Health Department.
  • Attend and prepare reports for Board of Health and Governance Board meetings.
  • In coordination with the Director of Compliance and Performance Management, ensure the safety of the workforce and adherence to all safety and Human Resource related standards.
  • Participates in internal committees. Stay current on regulations, new trends and innovations related to Human Resource management.
  • Serve as payroll backup for Director of Finance and Facilities Management.

The Knox County Health Department is the local public health agency for Knox County, IL. We provide core public health services, as well as family health services, health education, emergency preparedness, energy assistance programming; and we operate a Community Health Center providing medical, dental, and behavioral health services.

Salary: $52,000

Job Type: Full-time
