The mission in the Division of Administration is to plan, facilitate and coordinate the provision of quality support services to all employees and Divisions of the Agency in an ethical and professional manner.

About the Position:
The DFI protects consumers and advances the financial health of Washington State by providing fair regulation of financial services and educating consumers to make informed financial decisions. In sustaining this mission, one of the department’s goals is to support a highly diverse and skilled workforce. A portion of that support comes from this position. The DFI Human Resource Division is looking for a Human Resource Operations professional to be a HRMS data consultant for the agency. Additionally, this position will provide HR office operational support by: assisting in recruiting and hiring processes, orientation of new employees, employee recognition programs, generating ad hoc and program reports, coordinating annual notices to employees, entering personnel and position actions into HRMS, coordinate training, track and enter training into The Learning Center (TLC), and general activity tracking. This position also explains human resource policies, procedures, and processes to employees and managers.

Duties

Some of What You Will Do:
  • Process personnel and organization management actions through data entry in the Human Resource Management System (HRMS).
  • Review all personnel and position action paperwork for accuracy and completeness.
  • Review and audit actions and HRMS data entry.
  • Provide ad hoc reports to the Director of HR, other HR staff, and other customers using data from HRMS and other databases.
  • Prepare finance related paperwork and collaborate with payroll staff.
  • Create and maintain electronic and hard copy files, enter actions and data in The Learning Center (TLC), the Online Leave System, and update tracking spreadsheets.
  • Provide basic consultation to managers, supervisors, and HR actions liaisons on personnel and position actions.
  • Interpret and apply laws, rules, policies and practices.
  • Administer and manage the agency employee recognition program.
  • Track Division Recognition Awards to ensure compliance and equity.
  • Report division recognition awards quarterly to Executive Team members and Program Manager Group members.
  • File recognition forms in the employee’s personnel file and add their achievement to the Intranet Recognition page.
  • Track and file employee PDP’s – expectations and evaluations.
  • Assist in preparation of new employee orientation packets.
  • Assist with archiving HR records.
  • Provide operational and administrative assistance to the Director of Human Resources, and to other senior HR staff.
  • Order office supplies for HR staff.
  • Register employees within The Learning Center (TLC) for all DES trainings.
  • Update employee transcripts in TLC to include non-DES trainings.
  • Monitor and track all mandatory training.

Qualifications

Desired Knowledge/Qualifications:

  • Preference will be given to candidates with two or more years of experience in Human Resources work within the State of Washington.
  • 2 or more years of experience and knowledge utilizing HRMS.
  • 1 or more years of knowledge and experience with use of TLC.
  • Proficient with Microsoft Office products: Outlook, Word, and Excel. Use of other Microsoft Office products is a plus.
  • Proficient with use of Visio and Word Press.
  • Strong analytical skills and initiative, with a sense of urgency are desired.
  • Knowledge and experience with classification and compensation. Knowledge and familiarity with the new Information Technology Professional Structure (ITPS) and the evaluation of IT positions is a plus.
  • Familiarity with the State Rules process, policy development and drafting.
  • Knowledge of Federal and State laws and other administrative policies related to employment.

Supplemental Information

Official Work Station:
DFI has a hybrid work schedule with up to two days of telework and your specific telework arrangement will be determined by your supervisor. Your official work station will be the Tumwater headquarters office.
