Summary: TheProperty Manager assumes responsibility for operational and leasing aspects of each assigned property and meeting company goals in those areas. Must be knowledgeable of, and adhere to fair housing laws. Reviews leasing activities and practices to ensure they meet all applicable fair housing laws.

Responsibilities include:

Assume responsibility for ensuring property operates within HUD, CMHA, and LIHTC rules.

  • Comply with fair housing laws, state landlord and tenant laws, and Low-Income Housing Tax Credit (LIHTC) section 42 rules. Operate within HUD guidelines and communicate directly with regulatory authorities (typically HUD, Contract Administrators and State Agencies) and owners in resolution of management issues.
  • Prepare amendments, extensions, and supporting schedules for maintaining rental assistance contracts (Property-Based Vouchers) and property management agreements.
  • Ensure that waiting lists, resident files and other documentation complies with all HUD, LIHTC and applicable rules and regulations.
  • Review applicant paperwork with Compliance Coordinator, approval required to proceed – Compliance Coordinator will generate TIC and/or 50059.
  • Implement property management software, such as YARDI.
  • Update AFHMPs as needed, every five years.
  • Collaborate with Compliance Coordinator to assure ongoing tenant file audits and reviews run smoothly.
  • Assume responsibility for maintaining Occupancy levels and good owner and resident relations.
  • Communicate with Strategies to End Homelessness to assure referrals are being made to fill vacant units.
  • Communicate with Cincinnati Metropolitan Housing Authority (CMHA) to complete applications, recertifications, and inspections in a professional and timely manner.
  • Perform leasing functions to maintain greater occupancy for the properties, including coordinating intakes, helps applicants and case managers with leasing documentation, working with the Facilities Department and Living Skills Coordinators to assure rooms are prepared for new tenants, processing move ins, coordinating CMHA move-in inspections at 821 Flats, leases, lease renewals, lease addendums, serving eviction notices, processing evictions. Collaborate and communicate with Support Services staff.
  • Collect rent.
  • Complete monthly occupancy reports.
  • Be familiar with the requirements of the Tenant Selection Plan. Be able to implement and explain the occupancy requirements as well as Lease Agreement, House Rules and any applicable addendum.
  • Implement effective resident retention programs, such as move-in and service follow up. Maintain good resident relations.
  • Develop and maintain good relationships with owners (co-workers) and partners. Includes fulfilling any reporting requests and providing regular informational updates.
  • Assume responsibility for management of properties.
  • Complete a daily visual inspection of the grounds and common areas. Any concerns to be addressed with the Facilities Management Director.
  • Complete a quarterly unit maintenance and safety check with the Facilities Management Director.
  • Assume responsibility for establishing and maintaining effective communication, coordination, and working relationships with residents, co-workers, community leaders, management, vendors, and service providers.
  • Keep management informed of area activities and any significant problems or maintenance concerns.
  • Assist vendors and service providers as needed.
  • With respect to Resident Rights, ensures all residents and staff are treated with respect and dignity.
  • Report all complaints made by residents and/or families to the appropriate supervisors. Report all allegations of abuse, misappropriation of funds/property and/or any other corporate compliance items, drug free workplace, safe work practices, all federal, state and local regulations and laws immediately.
  • Assist with preparation of budgets and financial management of properties.
  • Works with Tender Mercies’ CEO, COO, Support Services Director, Compliance Manager, and Facilities Management Director to assure agency is meeting HUD, Contract Administrators, Owners, Asset Managers, Lenders, State Agencies requirements.

Job Type: Full-time

Pay: $17.00 - $19.00 per hour
