What We Offer

  • General Salary Increase: 4% effective December 24, 2023; and 3.5% effective December 22, 2024.

  • Annual Leave Accrual - A candidate selected for this position will earn 208 hours per year, increasing to 288 hours after 5 years of service (based on a full-time schedule; hours are pro-rated for part-time schedules).
  • Deferred Compensation - Eligible to participate in the County's 401(k) Shared Savings Plan and/or the Section 457 Plan. This position is eligible for up to a 3% match on your 401(k) contributions.
  • Health Plans - You are afforded a flexible credit allowance for purchasing medical, dental, and/or vision insurance from a group of authorized plans.
  • Flexible Spending Accounts - Pre-tax benefit towards eligible medical, dental, and vision care expenses.
  • Pension Plan - Participation in the County's defined pension plan. If eligible, you may establish reciprocity with other public retirement systems such as CalPERS. Harbormaster is eligible for one of the following safety retirement benefit tiers (dependent upon your hire date with a 1937 Act employer or reciprocal public agency):
    • 2% at age 50 or
    • 2.7% at age 57
  • Holidays - 12 paid days per year which includes a scheduled floating holiday.
Under general direction, the Harbormaster has primary responsibility for the delivery of services within the County Harbor Department located at Channel Islands Harbor. The incumbent manages and participates in Harbor Patrol activities including planning, organizing, and staffing for services; programs and activities. This class is distinguished from the Harbor Patrol Officer III in that the latter is a working supervisor with limited scope of supervision and authority.

EDUCATIONAL/BILINGUAL INCENTIVE: Some positions may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an associate, bachelor's, or master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill.

Harbormaster is a Management classification and is not eligible for overtime compensation.

The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-term), Intermittent and Extra Help vacancies. There is currently one Regular vacancy.

Examples Of Duties

Duties may include, but are not limited to the following:

  • Reviews and monitors harbor activity and coordinates actions with outside agencies, vendors and the public;
  • Supervises inspection of facilities, patrol boats, and emergency equipment for proper maintenance and safety;
  • Hears and resolves citizen complaints and appeals regarding patrol policies and enforcement procedures, directs resolution of individual problems and policy modification;
  • Develops and implements harbor service delivery policy and procedure; effectively uses available resources including financial and personnel operations;
  • Establishes goals and objectives for patrol and harbor management activities;
  • Directs and monitors the collection and distribution of facility use fees and other revenue;
  • Plans and coordinates training and development for subordinate personnel in multiple areas of harbor operations; and
  • Performs other related duties, as required.

Typical Qualifications

These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.

EDUCATION, TRAINING, and EXPERIENCE:
Considerable experience in harbor operations management and supervision which has led to the acquisition of the required knowledge, skills and abilities (KSAs).

Possession of the requisite KSAs may typically be demonstrated by:

  • Five (5) years progressively responsible experience as a Harbor Patrol Officer with one (1) year of lead/supervisorial/ managerial experience.
  • Viable candidates must at least meet all other experience/ certification requirements associated with subordinate Harbor Patrol Officer Classifications, including:
    • Basic firefighting and law enforcement (PC832) courses;
    • United States Coast Guard (USCG) License;
    • Certification for First Response Emergency Medical Technician (EMT)
NECESSARY SPECIAL REQUIREMENTS:
  • Towing endorsement for USCG Captains License;
  • Basic Life Support CPR for the Healthcare Provider certificate;
  • Must possess and maintain a California driver license
  • The incumbent will be required to wear a specified uniform during working hours.
  • May be required to work on weekends and holidays
  • Must be prepared to respond to various emergency situations and confront persons conducting illegal activities.
  • Ability to stand and walk safely on uneven and unstable/wet surfaces.
Knowledge, Skills, and Abilities:

Thorough knowledge of: harbor operations, patrol and service delivery; firefighting and law enforcement techniques; advanced safety/first aid, and lifesaving techniques; laws rules, regulations, and ordinances governing harbor operation management.

Ability to: manage and coordinate the delivery of a variety of services and activities within the County Harbor Department. Plan and organize staffing and resource support for harbor operation. Ability to organize and coordinate emergency response delivery, crisis management, safety, security, law enforcement, property operation and fee collection.

Supplemental Information:
Work is performed in an office environment and outdoors in a variety of weather conditions.

TRAINING & EXPERIENCE EVALUATION
A Training and Experience Evaluation (T&E) is a structured evaluation of the job application materials submitted by a candidate, including the written responses to the supplemental questionnaire. The T&E is NOT a determination of whether the candidate meets the stated requirements; rather, the T&E is one method for determining who are the better qualified among those who have shown that they meet the stated requirements. In a T&E, applications are either scored or rank ordered according to criteria that most closely meet the business needs of the department. Candidates are typically scored/ranked in relation to one another; consequently, when the pool of candidates is exceptionally strong, many qualified candidates may receive a score or rank which is moderate or even low resulting in them not being advanced in the process.

NOTE: The selection process will likely consist of an Oral Exam, which may be preceded or replaced with the score from a Training and Experience Evaluation (T&E), contingent upon the size and quality of the candidate pool. In a typical T&E, your training and experience are evaluated in relation to the background, experience and factors identified for successful job performance during a job analysis. For this reason, it is recommended that your application materials clearly show your relevant background and specialized knowledge, skills, and abilities. It is also highly recommended that the supplemental questions within the application are completed with care and diligence.

ORAL EXAMINATION - 100%: A job-related oral examination will be conducted to evaluate and compare participating examinees' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Examinees must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.

NOTE: If there are three (3) or fewer qualified applicants, an examination may not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.

Candidates successfully completing the examination process may be placed on an eligible list for a period of one (1) year.
