SUMMARY

Supports Cherokee Nation Management & Consulting’s client, the 60th Civil Engineer Squadron at Travis AFB, California. The employee will recommend, develop, coordinate, and implement special Geographic Information System (GIS) capabilities supporting facility and infrastructure planning, sustainment, and repair tasks. Provides technical expertise in the analysis and use of GIS and other database information. Fosters communication between the 60 CES, Architectural & Engineering firms, Travis AFB customers, the CNMC project delivery team, and other key stakeholders. Interacts with key stakeholders to identify project requirements, review designs/specifications, and provide feedback to project engineers.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Compiling geographic information in the form of satellite images, geographical surveys, and aerial photographs.
  • Address deficiencies in existing GIS database at Travis AFB and recommend improvement actions
  • Drafts and utilizes maps, transferring them to different scales and digital formats, and manipulate spatial and attributing data in order to produce accurate and usable mapping products.
  • Researching and verifying geographic data.
  • Entering new data into the GIS database.
  • Drawing maps using advanced computer software.
  • Ensuring maps are annotated and compiled with the correct information.
  • Compiling reports using all available GIS and GPS data sources.
  • Maintaining the GIS database and troubleshooting data issues.
  • Evaluate GIS data and products against a set of industry standards
  • Coordinates activities with other organizational elements, educating and training others regarding the use and potential use of GIS tools for mission accomplishment.
  • Performs other job-related duties as required.

SUPERVISORY/MANAGEMENT AUTHORITY

Non-supervisory. Reports to Program Manager.

EDUCATION and/or EXPERIENCE

  • Associates Degree in any related Engineering or Computer Science discipline is highly desired; Bachelor’s Degree is desirable. Years of field experience as a GIS technician may be a suitable substitute for a degree.
  • Work experience in data entry; reviewing, evaluating and verifying mapping data and themes; experience in using computer software programs related to GIS.
  • A firm understanding geodatabases, their schemas and related topics such as domains, versioned workspaces, etc.
  • Familiarity with spatial data standards models (such as SDSFIE).
  • GPS and AutoCAD skills are a plus.
  • Ability to work and find solutions independently.
  • Excellent communication skills in the oral, visual, and written mediums.
  • Ability to successfully pass drug screening and a federal background check is required.

KNOWLEDGE, SKILLS AND ABILITIES

  • Minimum 3 years’ applicable experience using GIS databases, tools, and products.
  • Knowledge of and/or ability to rapidly learn data standards to include Spatial Data Standard for Facilities Infrastructure and Environment (SDSFIE), Esri GIS software and formats such as ArcGIS, geodatabases, shape files; GIS, and data maintenance and collection.
  • Skill sets outside of GIS (data analysis, graphic arts, organizational effectiveness, etc.) a plus but not required.
  • Ability to make presentations pertaining to GIS and related components in a logical and concise manner.
  • Familiarity with the Department of Defense, its agencies and the uniformed services is helpful.
  • Ability to work independently with minimal supervision.
  • Successfully pass a federal background check and a drug screen.
  • Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently blocked from enforcement pending court proceedings. Therefore, Cherokee Federal is halting the application of the mandate; however, if the injunction is lifted, Cherokee Federal will restore administration of the vaccine requirement.

WORK ENVIRONMENT

  • Most work is done in a climate-controlled office. Periodic site visits in the local area required.

Estimated Starting Salary Range: $92,000-$95,000 annually.
