About the position:
The Fiscal Program Accountant, under the supervision of the Chief Financial Officer, provides fiscal support services directly to directors, administrators, and staff while working within their department. Emphasis is placed on program level support as opposed to agency-wide support. Duties include department and program budget forecasting, development and monitoring; grant and contract financial administration and compliance; and, general financial processing support. This position is responsible for the fiscal analysis related to program level staffing needs and provides financial analytical support when determining impacts of bargaining decisions.

About the department:
The Fiscal Services Department performs and oversees all fiscal functions for the ESD including: budget development and preparation, accounts payable/receivable functions and monthly payrolls; monitoring local, state, and federal contracts and grants, administering the District's Section 125 Plan and risk-management program, and more. In addition to the District accounting functions, Fiscal provides customer service to all local school districts within Clackamas County for the finance system, such as payroll, accounts payable and fixed asset accounting. Fiscal also assists local districts with general accounting matters, fiscal analysis, and interpretation of local budget law and public bidding rules. At the request of the local school districts, Fiscal will assist with the preparation, review and filing of budget documents with the appropriate agencies.

Essential functions:

  • Provide assistance to directors, grant manager and staff in requirements, processes and related business services.
  • Reviews accounting, budgetary and financial records for department programs.
  • Regularly reviews, adjusts and reports on program activity for compliance, accuracy and budget capacity.
  • Coordinates with program managers to provide for proper and timely expenditure of general, grant and contract funds.
  • Process and monitor grant claims in timely manner (monthly, quarterly, etc). Create AR Invoices for claims.

Minimum qualifications:

  • Recent successful experience in fund accounting, preferably in an educational setting
  • Recent successful experience in all aspects of payroll processing and accounting functions
  • Recent successful experience using a computer based system for accounting applications
  • Proficient-level expertise in personal computer spreadsheet applications
  • Working knowledge of grant accounting as it relates to Oregon school districts

About Clackamas ESD:
Clackamas Education Service District is one of Oregon's 19 ESDs charged with providing programs for children with special needs, technology support, school improvement, and administrative services to local school districts and the Oregon Department of Education. Clackamas ESD serves ten school districts in Clackamas County, including Canby, Colton, Estacada, Gladstone, Lake Oswego, Molalla River, North Clackamas, Oregon City, Oregon Trail, and West Linn-Wilsonville.

Salary: $59,703 - $65,607 DOE. Based on highest level of education and prior years of applicable experience.
