The Finance Department Central Procurement Division is seeking candidates for a Senior Buyer to support any of four teams: Contract Administration, Competitive Procurements, Alternative Procurements, or Operations and Training. All positions require the use of critical thinking skills, initiative, and professional judgment; transferable skills may have been acquired in positions such as account manager, educator, law/paralegal, project manager, etc.

Senior Buyers are responsible for the purchase of various commodities, capital equipment and/or services.

Job duties include:

  • Performing requirements analysis.
  • Performing solicitation development.
  • Performing cost/price analysis.
  • Performing specification and product analysis.
  • Performing contract award and administration tasks.
  • Reviewing requests.
  • Interfacing with vendors and department officials.
  • Examining price, suitability, and availability of items or services.
  • Comparing specifications.
  • Reviewing alternatives.
  • Offering advice and assistance to departmental customers.
  • Other procurement related duties as assigned.

IDEAL CANDIDATE

  • Knowledge of local, state, and federal laws and regulations relevant to purchasing, procurement, and principles of accounting.
  • Ability to correctly interpret complex laws, regulations, guidelines, agreements, and follow policies and procedures.
  • Ability to break down complex information into comprehensive parts, ask questions, synthesize, and analyze.
  • Ability to manage multiple projects at once to meet deadlines.
  • Ability to prepare clear, concise written and oral communication.
  • Strong customer-service skills with a focus on engaging both internal and external stakeholders.

SALARY


$49,878.40 - $76,107.20 annually. Candidates may be hired up to $76,107.20 depending upon qualifications.

MINIMUM QUALIFICATIONS

  • Two years of experience as a buyer,
  • Including one year in the area of specialization.
  • Bachelor's degree in business or public administration, engineering, science, or a related field, or
  • Certification as a Professional Public Buyer.
  • Other combinations of experience and education that meet the minimum requirements may be substituted.

PREFERRED QUALIFICATIONS


The minimum qualifications listed above, plus:

  • Prior positions with translatable skills e.g., account manager, educator, law/paralegal, project manager.
  • Public or Private Sector Procurement experience.
  • Experience with monitoring and managing contracts.
  • Experience buying commodities and services.
  • SAP/SRM or other e-procurement experience.
