The Department of Social Services’ Homeless Services Program is seeking a candidate for a full-time position to provide services during normal business hours to the homeless population in the City of Richmond. This Family Services Worker provides resources and performs a variety of services, including outreach, to encourage homeless individuals to participate in programs that will enable them to obtain and maintain permanent housing.


Duties include but are not limited to

  • Conduct outreach to unsheltered homeless adults residing in a place not meant for human habitation or in shelters and engage them for the purpose of providing immediate support, linkages to services, diversion and intervention and connections with housing navigation resources aimed at ending homelessness.
  • Complete needs assessments and connect/provide referrals to services including, but not limited to: GRCoC, LDSS programs, Homeless Crisis Line, RBHA, Social Security Administration, Daily Planet, Commonwealth Catholic Charities, Department of Motor Vehicle, Vital Records, permanent housing, legal services, transportation, meal sites, clothing and food pantries and other human service related resources.
  • Collect and record statistical data on homeless individual needs, characteristics, and services in the HIPPA compliant online database known as Homeward Community Information System (HCIS); prepare reports and comply with privacy and reporting requirements.
  • Establishes and maintains individual case records; provides limited housing focused case management/supportive services, temporary financial assistance and follow-up interventions as appropriate.
  • Formulates service plans, goals and implement strategies to meet goals; identifies appropriate resources.
  • Establish and maintain collaborative working relationships with other community based organizations for reasons of advocacy, education, and resource development.
  • Facilitate homeless services-focused educational and informational sessions for the general public and internal City organization in an effort to educate them as to the specific requirements for accessing homeless services and benefits.
  • Serves and participates on the Greater Richmond Continuum of Care (GRCoC) sub-committees.

City of Richmond Department of Social Services employees working in this position are considered essential personnel and may be required to work beyond scheduled hours, during inclement weather, and during declared emergencies. **

Qualifications, Special Certifications and Licenses

KNOWLEDGE, SKILLS, AND ABILITIES:

Considerable knowledge in principles and practices in the human services field, including knowledge of programs, social-economic trends, and behaviors that impact the delivery of human services; and State and local policies and procedures, laws, and regulations.

Demonstrated skills in advocating and counseling; administering individual and family assessments and interpreting results; Interviewing; Case management, including reporting and documenting and Oral/written communication.

Demonstrated ability in understanding and interpreting policies, procedures, regulations, and laws; thinking critically; manage time effectively; make sound judgments; problem solve; and analyze, assess, and evaluate data.

MINIMUM TRAINING AND EXPERIENCE:


  • Bachelor's degree in social work;
  • Master's degree in social work is preferred;
  • Bachelor's degree or Master's degree in a human services field is also acceptable if it includes at least 30 semester hours or 45 quarter hours in the development of human behavior, child development, family intervention techniques, diagnostic measures, or therapeutic techniques, such as: (a) social work; (b) psychology; (c) sociology; (d) guidance and/or counseling; or (e) child development;
  • One year of related experience.

LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid Commonwealth of Virginia Driver's License with a satisfactory driving record
