The Executive Officer 2 - Research Coordinator will:

  • Serve as director of Iowa's Statistical Analysis Center (SAC) for the State of Iowa and will oversee the research budget, SAC funds, and other grant funds. The SAC carries out research, policy analysis, program development and data analysis activities to assist policy makers, justice system agencies and others to identify issues of concern and to improve the operation and effectiveness of Iowa's justice system, and be able to articulate CJJP's research policies.
  • Develop federal grant proposals for research and evaluation projects, including the annual Bureau of Justice Statistics' Statistical Analysis Center grant opportunity.
  • Lead the research team, which includes coordinating all research projects, determining staff needs and allocating staff time, developing goals, action plans, creating a research organizational plan, and coordinating the completion of all required reports to the legislature and governor; and providing policy recommendations to the administrator.
  • Serve as primary staff support to the Justice Advisory Board (JAB). The JAB develops research, evaluation, and study topics for CJJP to conduct.
  • Coordinate the division's Institutional Review Board (IRB), including overseeing the operations of the IRB, training members, and ensuring all research projects are in compliance with the IRB.
  • Represent CJJP at meetings, conferences, and with other state agencies.
  • Lead and organize grant writing teams for a variety of justice-related grants.

ESSENTIAL FUNCTIONS:
  • Understand / Interpret federal, state, and local laws, guidelines, plans and program descriptions related to the justice system and related systems' programs and policies.
  • Communicate, in English, (verbally and in writing) complex information to state agency leaders, legislators, media, public, and other diverse audiences, which includes writing accurate and detailed reports.
  • Ability to develop and execute evaluation plans for criminal and juvenile justice programs and services.
  • Organization skills to manage time, staff, and multiple projects.
  • Ability to develop and maintain positive relationships with staff from criminal justice agencies and other stakeholder agencies.
  • Ability to travel in-state and out-of-state for periodic visits to research sites, trainings, and conferences.

Minimum Qualification Requirements

Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification.

1) Graduation from an accredited four-year college or university with a degree in any field, and experience equal to four years of full-time professional-level work in program administration, program development, program operations, or management.

2) A total of eight years of education and/or full-time experience (as described in number one), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.

3) All of the following (a, b, and c): a. Two years of full-time professional-level work experience in program administration, program development, program operations, or management; and b. A total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, public health, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.

4) Current, continuous experience in the state executive branch that includes twelve months of full-time work as an Executive Officer 1 or comparable specific management-level position.
