Job Summary
The Executive Director of Hope Revitalization Corporation (HRC) is a highly visible accomplished
professional who reports to the HRC Board of Directors and closely liaises with the Xavier University President and Administration. The Executive Director must have the ability to facilitate a plan for Xavier University, the City of New Orleans, and the region that builds upon strengths and needs of the Gert Town community in partnership with Xavier University of Louisiana and founders of the HRC.

The Executive Director will:
  • Make strategic decisions.
  • Demonstrate strong civic and community leadership.
  • Build relationships with economic development partners, the business community and area municipalities.
  • Help define the character and trajectory of economic growth by focusing on promoting the community and developing sustainable jobs matched to local employment needs and opportunities.
  • Represent and protect HRC’s interests by assisting in the establishment of corporate strategies, policies and plans that align with government laws, regulations and standards.
  • Maintain and nurture the relationships with government and associated authorities.

The Executive Director shall support HRC’s profile as an organization that will stimulate economic growth, business development and community revitalization by creating new business opportunities and building on local assets, resources, heritage and innovation.
K e y Responsibilities:

Economic Development:
  • Principal liaison to the Board of Trustees and President of Xavier University or their designee providing overall coordination and oversight for the implementation of the various projects and activities that will be contained in an overall HRC and the Xavier University Master Plan.
  • Undertake analysis and evaluation of economic and business development opportunities and identify strategies to develop the opportunities.
  • Secure funding for economic development activities and programs.
  • Establish a relationship with the City of New Orleans and other economic development organizations.
Business Development:
  • Develop and manage programs and services to improve the business environment in the community.
  • Act as primary contact for business and investor inquiries and act as liaison with the local business community, industry and government agencies.
  • Identify valuable commercial opportunities and develop business relationships and investor prospects.
  • Utilize business opportunities to create job opportunities.
Community Revitalization
  • Plan and organize the implementation of projects and administer community development and revitalization programs.
  • Assume full leadership and management responsibility for all community development and revitalization services and activities.
  • Partner with communities to increase civic participation, health and well- being and to reach agreement on priorities to be included in community plans.
  • Work with community groups to coordinate job placement.
  • Assist in the development and monitoring of community housing plans and prepare funding proposals to deliver community housing projects identified by the community and defined in policy and plans.
Governmental Affairs
  • Direct policies and objectives involving local, state and federal governmental affairs.
  • Assist in the establishment of strategies, policies and plans, which align with government laws, regulations and standards.
  • Monitor legislative and regulatory activities.
  • Develop action plans because of the assessment of activities.
  • Serve as a liaison to key regulatory officials.
Community Engagement:
  • Develop a variety of promotional and marketing tools and community building events to attract new businesses to the Community.
  • Develop resources to support, implement and monitor outreach strategies.
  • Integrate and build upon Xavier’s brand campaign with HRC expansion projects.
Planning and Technical Support:
  • Conduct research, analysis, planning, and evaluation for the HRC, City of New Orleans and private organizations.
  • Evaluate governmental laws that affect the HRC

Minimum Qualifications
Bachelor’s degree in a business or finance field.
Five (5) or more years of experience in real estate development, community outreach, working with university founded foundations, developing P3 partnerships valued at $100m plus, and a successful record in managing a large inventory of residential homes and commercial properties at multiple sites.

Knowledge, Education, Experience, and Proficiencies
  • Knowledge of common real estate practices and operations
  • A diversified real estate experience including acquisitions, asset management, property management or development. A working knowledge of the factors affecting investment potential.
  • Knowledge of commercial/residential real estate principles and fundamentals.
  • Strong communication and interpersonal skills to interact with diverse constituents
  • Proven ability to read, understand and ensure compliance of historical preservation and other local regulations.
  • Working knowledge of legal contracts, lease agreements and amendments, and purchase agreements, etc., with proven ability to decipher and explain the language and information
  • Experience with tenant interaction
  • Attention to detail with ability to maintain meticulous records.
  • Strong computer skills to use Microsoft Office Suite applications.
  • Technical skills to learn and use departmental and enterprise tools and systems.
  • Proven ability to communicate persuasively and represent Xavier University and its properties in a positive manner.
  • Demonstrated skills in resource and budget management.
  • Demonstrated knowledge of issues facing the Gert Town community and/or relationships with leaders in the Gert Town community preferred.
  • Ability to demonstrate sound judgment and initiative appropriate at an executive director level and to perform relevant duties while interacting with HRC Board members and Xavier University administration team at cabinet level.
