GENERAL STATEMENT OF DUTIES: to serve as the Executive Director of the Public Safety Grants Administration Office (PSGAO), the designated State Administering Agency for federal criminal justice grant programs statewide; to serve as Executive Director of the PSGAO Criminal Justice Policy Board; to serve as financial manager and supervise a staff responsible for administering the grant funds through various mandated processes.
SUPERVISION RECEIVED: works under the administrative direction of a superior with considerable latitude for the exercise of independent judgement.
SUPERVISION EXERCISED: Plans, organizes, and directs the operation of the strategic planning; coordinates the activities of the Public Safety Grant Administration Office, other state agencies, federal and local governments, and the private sector.

To serve as the chief administrator of the Public Safety Grants Administration Office, the designated State Administering Agency for federal criminal justice grant programs statewide and supervise a staff responsible for administering the grant funds through various mandated processes.
Serve as Executive Director of the PSGAO Criminal Justice Policy Board
To act as an authorizing official on all of the grant programs and to be the point of contact for program managers and the federal administering agency
Supervise and promote implementation of policies, plans, and other recommendations through executive actions and orders, budgets, legislation, and other means.
To work with state policy makers, media, researchers, and other criminal justice stakeholders.
Act as a financial point of contact for the federal awarding agency for all grants and submit periodic financial status reports.
To act as the authorized representative for each grant, responsible for the administration of grants pursuant to all regulations and guidelines.
Administer grant programs where required, submitting all required progress and financial reports.
Maintain grant ledgers for all grants to record all transactions and financial activity.
Assist with quarterly administrative fund billing by reviewing available administrative funds on a quarterly basis for staff members’ salaries and benefits.
Supervise grant administrators to ensure each that all grant programs are administered effectively and within mandated guidelines.
Review and update and revise policies and procedures as needed.
Submit various reports periodically to various State and Federal agencies.
Facilitate statutorily mandated board meetings, ensuring compliance with the State Open Meetings Act.
Monitor membership on boards and committees, ensuring membership is compliant with statutory requirements.
Facilitate production and distribution of agency annual reports.
Host programmatic and financial technical assistance site visits from federal granting agency managers and Office of the Chief Financial Officer at the Department of Justice.
Create Requests for Proposals (RFPs) and manage contracts, as needed.
Do related work as required.


Required Qualifications for Appointment

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge and understanding of grants management and administration, and the ability to apply such experience in program areas statewide in law enforcement and criminal justice agencies; a high level of competency in evaluation, advanced data analysis, preparation and dissemination of research reports and criminal justice research; and strong management and supervisory experience; strong quantitative skills and experience with statistical software packages.

EDUCATION AND EXPERIENCE:

Education: Graduation from a college of recognized standing with an advanced degree in public administration, public policy, mathematics/statistics, computer science, criminology or a related social sciences field; and
Experience: Considerable employment in responsible managerial position which may include grants management and administration or other related areas.
Or: any combination of education and experience that shall be substantially equivalent to the above education and experience.
