EECS has an opening for a Resource Efficiency Manager (REM) for the U.S. Army Materiel Command Headquarters at Redstone Arsenal in Huntsville, Alabama. This is a programmatic position, not a REM field position. The candidate should be capable of evaluating energy conservation projects, ESPC contracts, consolidating program information in a report or presentation, writing briefs, and interpreting DOD policies.

Scope of Work

1. AMC Headquarters Energy Program assistance: The REM will assist with the AMC Headquarters, MSCs, and garrison energy management and programs such as the metering program, IEWPs, Solid Waste, alternative financing (ESPC, UESC), and other federal agencies programs for the attainment of energy laws, regulations, policies, goals, and objectives.

2. Energy Systems: The REM/Contractor will have the knowledge and or reach back support necessary to assist AMC with policies and support for review of energy system design, maintenance, and review of operational status to advise on proper operation and maintenance of the system to attain energy security and resilience.

3. Micro-grid design, maintenance, operation: The REM/Contractor will have the knowledge and or reach back support necessary to assist AMC policies and support for design, maintenance, and review operational status to advise on proper operation and maintenance of the system to attain energy security and resilience.

4. Garrison REM Support: The AMC HQ REMs will assist the garrison REMs with meeting the AMC HQ directed energy requirements. The HQ REMs will provide notification of requirements, assist with the understanding of the requirements, and provide other assistance as necessary for successful completion of the requirements.

5. Assisting with the development and review of economic and technical feasibilities of energy conservation projects;

6. Assisting in establishing standards and review project designs and specifications to increase emphasis and adoption of energy efficiency and sustainability in new and renovated facilities;

7. Monthly Progress Report for Energy Accounting Services;

Requirements

The candidate must have CEM (Certified Energy Manager) certification. The successful candidate for this position should possess the ability to consolidate and analyze data related to energy efficiency. The candidate must collect data, prepare reports, presentation, briefings and present these both in written format and in-person.

Basic Requirements

1. Be able to communicate both in verbal and written forms and the ability to utilize Word, Excel spreadsheets, and other basic computer programs. Must have professional presentation skills.

2. Must have the ability to obtain a secret security clearance.

3. United States citizen

4. Certified Energy Manager (CEM) or be able to obtain a CEM within one year of employment.

5. Minimum of 4 to 8 years’ experience in the energy conservation field.

6. Understanding of government energy regulations/policies and programs.

Preferred Requirements

1. A four-year engineering degree in mechanical or electrical engineering with a minimum of 4 to 8 years of experience in energy management.

2. Certified Energy Manager (CEM) along with other energy certifications.

3. Military experience is desirable but not required.

Salary range $90,000 to $125,000 depending upon qualifications and certifications.
