Position Purpose and Summary:
This position functions as the Chief Executive Officer for the Ambulance Service and carries the
title of EMS Director. Responsibilities include finance, human resources, quality assurance,
public relations, billing, training center, managing staff, and supervising all aspects of
ambulance service operations.

Essential Duties and Responsibilities:
This position is ultimately responsible for the oversight and management of organizational
responsibilities involving all aspects of the Ambulance Service. Duties include, but are not
limited to the following:

Liaison between the EMS service staff and the County Administrator.

Responsible for carrying out County Board directives.

Liaison between service and County-wide municipalities.

Provide information, and address requests of municipalities within the County.

Attend meetings of local municipalities on request.

Develop and implement new programs to facilitate and improve the service.

Review and update the State required Operational Plan.

Maintain current staff organizational chart and roster on WARDS and WI EMS Licensing.

Manage the implementation and continuation of the Incident Command System during
multi-agency and multi-casualty incidents.

Attending EMS related meetings and conferences at the State and National levels, to
assure up-to-date knowledge on current topics, trends, and upcoming changes.

Implement and manage programs such as Community EMS; Legal Blood Draws, ET3,
TEMS, etc.

Maintain a current knowledge of all laws, rules, regulations, and standards of care that
govern the provision of emergency medical care to patients at the service’s level of
licensure.

Ensure compliance with all local, state, and federal laws, rules, and regulations
governing the service. Areas of compliance include labor, State regulations, and
provision of emergency medical care.

Direct the preparation of the annual budget.

Direct the preparation of necessary reports of service activity.

Assist with researching and obtaining adequate insurance for the service covering
general liability, professional medical malpractice, vehicle liability, workers compensation
and errors and omissions.

Secure alternate funding, research, and obtain any available grant monies to
supplement budget.

Oversee preparation of grant applications, written plans, or any other requirements.

Liaison with service Medical Director.

Manage QA/CQI issues with the physician.

Liaison with the hospitals and medical community.

Address and resolve issues raised by the hospitals and other medical facilities.

Review and develop medical protocols.

Review and develop policies and procedures.

Manage Public Relations items.

Create an environment that clearly demonstrates teamwork and professionalism.

Maintain cooperative relations with fellow employees.

Provide leadership and guidance to staff and set standards for job performance and
apply them consistently with guidelines for training and provide feedback to employees.

Assess employee needs and address problems and issues through an effective action
plan.

Function independently but capable of interdependent relationships.

Maintain confidentiality of information deemed sensitive.

Assure that ambulances and equipment meet state standards at all times and are able to
pass state inspections.

Supervise the development of new programs to improve the level of medical care
provided by the service.

Maintain a working knowledge and liaison with all branches of public safety and other
specialties that require interaction, including: first responder groups, lifeguards, park
rangers, ski patrol and neighboring EMS services.

Supervise the negotiation of contract pricing on disposable goods, equipment, and
services utilized by the service.

Assure the service complies with all state and federal employment regulations,
standards, and practices.

Ensures that staffing levels are appropriate to the needs of the service.

Assist with determining employee benefits that are cost effective and meet the needs of
the service.

Assure that the service complies with industry standards, state, and federal standards as
well as medical control standards of quality assurance and continuous quality
improvement programs.

Assure necessary programs are provided to employees to address remedial training
needs.

Assure compliance with all Federal and State regulations and Billing practices.

Education/Licensure/Certification Requirements:

High School Diploma or equivalent required.

Wisconsin Paramedic or ability or obtain withinyear of date of hire.

Valid ACLS and PALS certification required.

Valid Healthcare Provider CPR Certification required.

Valid Driver’s License. Must meet vehicle insurance company requirements.

Must be at leastyears old to operate an emergency vehicle.

Time Commitment:

Fills department schedule as needed to ensure full schedule.

Responds for second ambulance requests if available, be on-call while primary crew
takes transfers if available.

Pick up open on duty crew shifts as available.

Attending meetings as needed.

Typical Physical Demands:

Ability to use full range of body motion and dexterity to allow significant handling,
transferring, pushing/pulling, and lifting of patients and equipment.

Ability to frequently lift, carry, push or pull up topounds, and occasionally lift, carry,
push or pull overpounds.

Ability to stand and or walk 80-90% of shift; and sit 10-20% of shift.

Ability to use good hand/eye coordination, and finger dexterity.

Ability to use good perception and discrimination related to odor, color, and textures.

Ability to use good perception and discrimination related to functional visual ability and
depth perception; sound perception; and functional speech.

Ability to frequently bend, twist, balance, and reach above and below shoulder level; as
well as occasionally kneel and climb as necessary to perform job duties.

Ability to wear gloves and other protective equipment.

Ability to work irregular hours.
