Job Description

This position serves as the organization’s chief employee relations investigator, and is responsible for conducting prompt, thorough, and fair workplace investigations comprised of background research, investigative interviews, and debrief meetings with Executive Leadership, the General Counsel, the human resources department and Senate employment counsel. Work may be performed alone, or in partnership with other human resources professionals or SAA management personnel. This position requires work integral to the enforcement and consistent administration of the organization’s personnel policies, guidelines, and procedures regarding conduct, leave, employee performance, workers’ compensation, and workplace safety, and to the development and administration of the organization’s investigative policies and procedures. This position may also be called upon to serve as a neutral facilitator in situations requiring conflict resolution and/or challenging team dynamics. Work is performed with considerable independent judgement under the general direction of the Human Resources Director.

Examples of Work
Investigates sensitive and/or complex employee relations matters from start to finish, including conducting thorough intake, leading effective investigative interviews, accurate note-taking, gathering and analyzing all evidence (electronic, physical, etc.), documenting findings, and following up with all relevant parties. Discreetly handles sensitive and/or private information. Compiles, prepares, and maintains relevant documents to create timely and comprehensive written investigation reports that clearly identify the issues investigated and relevant organization/department policies, and creates actionable, executive-level summaries of the relevant evidence and findings from the investigation; collects and maintains legal documentation. Confers with and advises responsible program offices on investigations and/or reports; provides advice eon specific problems involving investigative policy, planning, and operations; communicates investigation results clearly and timely to all relevant parties; objectively debriefs SAA HR and Leadership on investigation findings. Performs ongoing analysis of the effectiveness of the investigative program and criteria/policies developed by review of investigative reports prepared; facilitates program strategies to ensure policies and plans include a long-term outlook consistent with the organization's needs. Serves as a neutral facilitator to assist management in managing conflict resolution and addressing challenging team dynamics throughout the SAA; conducts conflict resolution sessions and addresses challenged team dynamics. Conducts exit interviews, reviews exit interview data to identify trends, and offers recommendations for improvements to organization/department office culture. Provides training regarding investigative techniques and approaches to SAA HR and other SAA staff that are tasked with assisting in employee relation matters. Maintains awareness of latest developments regarding the legal, policy, and process with respect to employment relations.

Minimum Qualifications

Work requires a Bachelor's Degree in human resources or a related field, with five to eight years of progressively responsible professional human resources experience, and at least four years of employment-related investigation experience; or any equivalent combination of education and experience that provides the following knowledge, abilities and skills:

  • Ability to objectively innovative fact-finding techniques and problem-solving methods.
  • Ability to independently research, analyze, and interpret facts and data in order to plan, organize, and conduct personnel investigations of substantial scope and complexity.
  • Ability to conduct effective subject and witness interviews.
  • Ability to accurately document conversations or other findings, and ensure timely and thorough followup.
  • Ability to present complex and sensitive information, issues or concerns to officials at various organizational levels to effectively present findings, and provide advice and guidance.
  • Ability to analyze, review and develop procedures and reports regarding employee relations issues to present both orally and in writing.
  • Knowledge of basic human resources management principles, practices and procedures.
  • Knowledge of typical professional office practices, procedures and equipment, including ability to use computers, create spreadsheets and databases, and use relevant software/Web applications.
  • Ability to learn the Senate’s legal employment obligations under the Congressional Accountability Act and various employment laws.
  • Ability to establish and maintain guidelines and procedures for effective human resources support programs.
  • Ability to handle sensitive and confidential information with discretion and good judgment.
  • Must have excellent communication, organization, adaptability, and collaboration skills as well as the ability to treat all individuals with respect.
  • Ability to multi-task by managing several projects simultaneously.
  • Ability to serve as a neutral facilitator in situations requiring conflict resolution and to successfully complete training in mediation, as needed.

Physical Demands and Working Environment

Work is performed in a hybrid environment, allowing remote work, with weekly on-site presence, and as needed to conduct investigation activities and support SAA services. Work may also require travel within the greater DC metropolitan area to conduct in-person meetings, interviews, or training. Position may require working long and unpredictable hours, and performance of duties outside of regular office hours, for example early mornings, late evenings, and on weekends and holidays.

Licenses, Certification and Other Requirements
Possession, or ability to obtain and maintain, professional Human Resources certification, such as SHRMCertified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), Professional in Human Resources (PHR), and/or SHRM Workplace Investigations Specialty Credential. In keeping with the policy on conflicts of interest, relatives of Senate Sergeant at Arms employees are not eligible to work in the Sergeant at Arms Human Resources Office.

Job Type: Full-time

Pay: $90,159.00 - $135,232.00 per year
