Nature of Work

This is specialized technical and supervisory work in the City's Infrastructure Division. The employee in this classification is responsible for directing and supervising operations of the Infrastructure Division in the absence of the Infrastructure Division Director. Emphasis of the work is in assisting the Infrastructure Division Director in managing the overall administration of the operations and maintenance functions and programs of the Infrastructure Division, including the following areas: Water, Sewer, Stormwater, Streets and Street Lighting.

Illustrative Examples of Essential Duties

  • Assists in planning, organizing, coordinating, and directing through subordinate superintendents and supervising the performance of the Infrastructure Division
  • Assists in developing and directing the implementation of goals, objectives, policies, and work standards for the Infrastructure Division
  • Assists in developing and implementing management systems, procedures and standards for program evaluation
  • Assigns work activities, projects and programs to supervisory staff; monitors work flow, reviews work during and after completion, evaluates work products, methods and procedures and implements appropriate procedures
  • Assists Infrastructure Division Director in planning and directing all aspects of the Infrastructure Divisions' maintenance and repair activities, including planning and oversight of contracted work
  • Assists in the preparation and oversight of multiple program budgets; participates in the forecast of revenue, expenses and additional funding needed for staffing, equipment materials, and supplies; participates in utility rate structuring activities; recommends and implements rate and structuring adjustments; monitors expenditures and approves purchases
  • Directs the selection, supervision, and performance evaluation of Infrastructure Division staff and provides for their training and development
  • Assists the Infrastructure Division Director in the preparation of reports, letters, memoranda and other forms of correspondence for the Public Works Director
  • Assists in the coordination the work of the Infrastructure Division with that of other divisions, departments, and outside agencies
  • Assists in directing the development, implementation and reporting of maintenance programs for water, sewer, stormwater, and street light systems
  • Assists in directing the development, implementation and reporting of a pavement and sidewalk management program
  • Ensures adherence to applicable laws, codes, regulations, and guidelines applicable to the activities of the Infrastructure Division
  • Performs related duties as assigned

Minimum Requirements

  • Bachelor's Degree from an accredited college or university with major coursework in Civil Engineering, Public or Business Administration or equivalent
  • Five (5) years responsible managerial and administrative work experience in a large public works program or municipal utilities program
  • Additional related experience can substitute for education on a year-for-year basis
Desired:
  • Licensed as a Professional Engineer in the State of Florida
  • Additional training and/or certification in the engineering and/or utilities field

Physical Requirements:
  • Must have the use of sensory skills in order to effectively communicate and interact with other employees and the public through the use of the telephone and personal contact.
  • Physical capability to effectively use and operate various items of office related equipment, such as, but not limited to, word processor, calculator, copier, and fax machine.
  • No significant standing, walking, moving, climbing, carrying, bending, kneeling, crawling, reaching, handling, sitting, standing, pushing, and pulling.

  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach
