Gannett Fleming is looking for a Dispatch Operator support the New York State Department of Transportation (NYSDOT) Traffic Management Center (TMC) in Rochester, NY.

A Systems Operator Trainee/I is in training to be a System Operator. They will use various TOC system workstations and monitor traffic conditions. At hire a Systems Operator Trainee is expected to have a basic familiarity with the regions’ roadways, basic dispatching skills, good written and oral communication skills, and shall understand basic data analytic applications. A Systems Operator Trainee shall with the support of a Systems Operator II and under the supervision of Systems Operator III personnel operate the TMC’s Advanced Traffic Management Systems (ATMS); aid in Traffic Incident Management (TIM); receive and coordinate department response on roadway concerns; dispatch maintenance crews for snow and ice operations and keep records of incidents, roadway concerns and calls.

This is an overnight part-time position with core business hours of Friday 10:00 PM - Saturday 10:30 AM and Saturday 10:00 PM - Sunday 10:30 AM.

Duties Include:
  • Operate various computer-based traffic & freeway management systems to manage incidents on roadways and improve traffic conditions.
  • Monitor roadways via CCTV surveillance cameras and detection systems
  • Monitor all ITS devices and computer equipment associated with the system
  • Utilize ITS equipment (VMS) for incident management and the improvement of travel time, safety, and quality of life of our motorists
  • Enter incident information into computer using Traffic Management System (TMS) software
  • Become familiar with the roadways and understand the purpose and location of each ITS device (i.e. VMS, CCTV)
  • Use standard operating procedures to detect, dispatch, monitor, and document roadway incidents
  • Prepare equipment maintenance reports that describe all errors and malfunctions associated with a particular system
  • Good communication, writing, and computer skills are required.

Education | Experience:
  • Associates degree or higher; OR
  • Two years of full-time employment meeting the qualifying experience.
Knowledge Skills and Abilities:
Candidates for this position should be proficient in the following areas:
  • Oral and written communication, and
  • Computer/software including: MS Office applications, spreadsheets, and
  • Capable of working well with co-workers and NYSDOT staff, and
  • Using roadway maps and have basic knowledge of roadway elements, and
  • Perform with minimum supervision.
Qualifying Experience:
  • Operations dispatching with at least one of the following groups/agencies: Transportation, Fire, Police, EMS, 911, or similar experience in the Military.

Desired Qualifications:

It is desired, but not required, that candidates for this position also be proficient in the following areas:

  • Able to respond to problem situations 24 hours a day,
  • Ability to cope with stress.
