PeaceHealth is seeking a Dir TA Programs Support for a Full Time, 1.00 FTE, Day position. The general salary range for this job opening at PeaceHealth is $63.20 – $94.80. The actual hiring rate is dependent upon several factors, including but not limited to, the job/position responsibilities, location, terms of the applicable collective bargaining agreement, education, training, work experience, seniority, work performance, etc.

JOB SUMMARY
Responsible for all Talent Acquisition Support functions including policies, procedures, and external relationships related to relocation, hiring bonuses, referral bonuses, pre-boarding activities and adjudication, talent pool development, and administrative support functions. Collaborates to ensure proper documentation of key recruitment strategies. Owns Talent Acquisition Diversity, Equity, and Inclusion strategy and partners to ensure EEO-1 and Affirmative Action strategies are in place and in compliance. Responsible for results including costs, methods, and staffing. Establishes and coordinates best practices for recruitment planning, sourcing and pipelining strategies. Collaborates with and serves as a consultant to operational and HR leaders in the design, development and integration of strategic workforce planning initiatives. Responsible for operational performance, quality, service environment and regulatory compliance; monitors services provided, development of quality and performance indicators, gathering data for analysis as well as ensuring continuous improvement to optimize services and stewardship of resources.

ESSENTIAL FUNCTIONS

  • Leads, manages, and directs caregivers in TA process coordination and talent pool development from candidate sourcing and recruitment through offer acceptance and on boarding. Coordinates and proactively partners with operational leaders and HR Partner organization and others to meet workforce needs and challenges; optimizes alignment of services provided. Provides oversight of growth, improvement, and change initiatives while ensuring regulatory compliance.
  • Collaborates with key stakeholders to forecast, plan, design and evaluate Workforce Planning and Talent Acquisition programs and initiatives. Develops creative workforce solutions and oversees implementations.
  • Develops and/or enlists training to provide caregivers with up-to-date information intended to develop self-directed, independent, effective and full-cycle recruitment efforts. Serves as subject matter expert for full-cycle recruitment process.
  • Refines and manages consistent policies and processes to support an effective experience for recruiters, candidates and hiring managers.
  • Works with the Vice President Talent Acquisition to develop, manage and monitor the operating budget for the department. Collaborates in making fiscal and budgetary decisions for the department in accordance with PeaceHealth policies. Conducts forecasting and work-force planning.
  • Performs leadership and staffing responsibilities associated with caregivers in the talent pool development and coordinator teams, including the selection and training of caregivers; assignment of work; scoping of projects; performance development, assessment and management; coaching, and mentoring. Develops performance measurement standards and compares performance to industry benchmarks. Actively works with team members to meet or exceed identified goals.
  • Ensures consistency in background check discernment, including process improvement, training, candidate and hiring leader communications and accurate documentation and record retention.
  • Serves as direct leader and mentor for Supervisor, Talent Pool Development, and Supervisor, TA Support.
  • Performs other duties as assigned.


QUALIFICATIONS

EDUCATION:


  • Bachelor’s degree required or a combination of education and professional experience that provides the incumbent with the requisite knowledge, skills and ability to successfully perform the job.


EXPERIENCE/TRAINING:


  • Minimum of seven years of recruitment experience is required.
  • Minimum of five years of progressively responsible leadership experience is required.
  • Previous experience working in a multi-state or multi-facility healthcare environment is preferred.
  • Familiarity with various applicant tracking and contact management systems and sourcing strategies preferred.


LICENSE/CERTIFICATION:

  • Certified Health Care Recruiter (CHCR), Professional in Human Resources (PHR), or Senior Professional in Human Resources (SPHR) certification is preferred.

KNOWLEDGE/SKILLS/ ABILITIES:

  • Strong working knowledge of HR programs, policies, and administrative processes.
  • Knowledge of full lifecycle recruitment process, including effective interview selection, and pre-boarding processes.
  • Strong leadership abilities and a high aptitude for collaborating with professional colleagues.
  • Customer service focus.
  • Proficient expertise in MS Office applications (Excel, Word, PowerPoint, etc.)
  • Ability to assess situations quickly and enact solutions with a variety of stakeholders.
  • Excellent verbal and written communication skills with the ability to develop and present concise information.
  • Strong business acumen.
  • Ability to deliver financial results for areas of accountability.
  • Ability to travel as needed.
