Trinity Metro has an immediate opening for a Director of Safety and Regulatory Compliance to evaluate facility operations and oversees the safety to ensure safe operating conditions for employees, contractors, and the public; communicate and promote safety training and programs; develop reports and recommend changes to policies and procedures. Develops protocols and oversees transit safety, industrial safety, and environmental aspects of the agency’s activities. Performs a variety of duties ensuring the TRE and TEX Rail’s commuter railroad and facilities are maintained and operated in a safe and efficient manner in compliance with the specifications and regulations of the Federal Railroad Administration (FRA), Federal Transit Administration (FTA), and other governing agencies. This position is responsible for ensuring compliance with regulatory and contract requirements. The incumbent has direct oversight of the operations of contractors and agency employees, as well as administering and maintaining regional safety and emergency program initiatives. The incumbent in this class is under the general direction of the TRE Director and Trinity Metro Chief Safety Officer

  • Supports warehouse with ordering, receiving, stocking and issuing parts and materials Monitors contractors’ compliance with all operations, maintenance, and management agreements and System Safety Program Plans for each railroad in accordance with 49 CFR 270, Security Plans, Emergency Preparedness Plans, and all applicable governing agency regulations.

  • Evaluates reports of injuries, property damage, occupational diseases, or public liability to determine causative factors. Communicates findings and recommendations for improvement to employees and management. Formulates and implements corrective action plans as directed. Inspects, evaluates, and audits facilities, tools/equipment, construction projects, railroad right-of-way, and crossings for compliance with federal, state, local, and agency safety policies and procedures. Implements and administers system-wide hazard identification and leads corrective action efforts

  • Performs inspections and audits to determine compliance with TRE and TEXRail Safe Work Practices and Policies. Communicates results and recommendations to management.

  • Prepares and coordinates written reports and procedures required. Maintains safety databases, tracks relevant indicators, and prepares periodic reports for management analysis.

  • Develops and conduct safety training and quality assurance programs for assigned facilities. May conduct training for outside contractors, emergency responders, Agencies’ staff, and others.

  • Responds to and investigate emergencies, system failures, service disruptions, incidents, and accidents involving rail operations and/or assets. May coordinate with FRA, FTA, NTSB, local law enforcement, and emergency responders.

  • Develops intervention strategies to resolve identified unsafe acts and conditions observed in the workplace.

  • Develops an audit schedule to ensure contractor and agency compliance with federal, state, and local regulations and safety standards.

  • Establish measurements to evaluate the effectiveness of facility safety and health programs. Prepares and analyzes safety data and statistical reports concerning accidents, trends, and solutions. Determines the need for technical surveys and appraisals to identify conditions that may affect the health and safety of employees and the public. Develops and oversees contracts with consultants for services provided to the agency.

  • Monitor Federal and state occupational health and safety regulations and recommends programs to ensure safe practices.

  • Make recommendations for and assist in developing and implementing new safety policies and procedures.

  • Facilitate and lead regional safety and security committee meetings.

  • Perform field observations and joint agency field-testing for CFR 217 testing.

  • On-call duty one week out each month involving emergency notifications to executive leadership, coordination efforts during emergencies, and follow-up notifications.

  • Fieldwork, including train rides, crossing safety inspections, station inspections, construction inspections, and risk/hazard assessments.

  • Makes recommendations to management to improve operations, decrease inefficiencies and streamline work processes; work cooperatively with all customers, internal and external.

  • Participates in company community activities to promote transit off-duty hours.

  • Maintains confidentiality of information.

  • Applies supervisory responsibilities according to organizational policies and applicable laws.

  • Interview, hire, and train employees; plan and direct work; set goals for the department; evaluate and manage employee performance; addresses complaints and resolves employee issues.

  • Performs other duties as assigned.


EXPERIENCE

Five years of professional experience in transportation, safety, communications, business, engineering, industrial or related fields.

Three years of experience in supervisory experience in an industrial safety or transportation operation.

Must possess a valid Texas Driver’s license, have a five-year safe driving record, and become qualified on the General Code of Operating Rules.

EDUCATION

Bachelor’s degree in Public Administration, Safety, Finance, or Business Administration from an accredited four-year college or university.
